【内容提要】

尽管在国家与社会的张力之下，作为公共行政理想的服务型政府遭遇了现实的矛盾，但从国家与社会的辩证关系的视角来分析能够得出，服务行政有不于政治和行政进展史上其他任何一种国家行政形态，因其国家理想与社会理想的一致性实现了公共行政的价值性回归，因而成为一种可欲的理想目标。

与此同时，中国市民社会的进展、社会自主性的强化还为这一行政理想的实现提供了充分的可能性。

因此，构建服务型政府必须立足于中国社会进展的实际，以国家工具性的社会化，努力化解国家工具性与国家自主性的矛盾。

通过服务价值的社会化、公共权力的社会化、政府职能的社会化，在国家与社会的相互形塑过程中，促成二者关系的重新调整和国家的自我重塑。

Inthetensionbetweenstateandsociety,service-orientedgovernment,asanidealofpublicadministration,confrontscontradictionsinreality.Withanalysisofthedialecticalrelationshipbetweenstateandsociety,wecouldfindthat,service-orientedgovernmentisdifferentfromanyotheradministrativeparadigmsinthehistory.Itisadesirableidealbecauseitsstate'sidealisconsistentwithsocialideal,anditcanachievetheoriginalvalueofpublicadministration.ThepossibilityoftheidealcanbeincreasedwiththedevelopmentofChinesecivilsocietyandsocialautonomystrengthening.Therefore,buildingservice-orientedgovernmentmustbebasedontheactualdevelopmentofChinesesociety,andstrivetosolvethecontradictionbetweenstateinstrumentalityandstateautonomybysocializationofstateinstrumentality.Intheprocessofshapingbetweenthestateandsociety,weshouldpromotetorestructuretheirrelationshipandtheself-modelingofstatebysocializingservicevalue,publicpower,andgovernmentfunctions.
