1General

TheSellerisrequestedtosupplyacompletedistributedcontrolsystem（DCS）fortheHIGH-LEVELCOLOUROFFSETNEWSPRINTtechnicalrenovationprojectofShandongHuataiPaperCo.Ltd.inaccordancewiththebasicdesigndataandtherequirementsspecifiedinthisdocument.TheDCSsystemwillbeusedforprocesscontroloftheproductionlinesofstockpreparation（DIP,BCTMPandNBKPrefiningline）andpapermaking（onepapermachinenumberedPM12manufacturedbyVOITHPAPER,ApproachflowsystemshallbesuppliedbyVOITH.）oftheexpansionproject.Thebidsprovidedshallexcludethequalitycontrolsystem（QCS）andthepapermachinecontrolsystem（MCS）.

Thesupplierofthecontrolsystem（DCS）shallhavesufficientexperiencesinpulpandpaperindustryandhavedonepulp&papermakingproject（s）withthesimilarscaletotheHuataiPM12inthelastthreeyears.ThesuppliershouldalsohavegoodexperiencetocooperatewithVoithPaper.AreferencelistofthelastthreeyearsinChinashallbeprovidedwiththebids.

Thecontrolsystem（DCS）providedshallbeadvancedinperformanceandcompleteinsystem,reliableinquality,provenintechnology,goodinstability,andruneconomically,safelyandreliablyinthepapermill.Thehardwareandsoftwareofthecontrolsystemshallbeofreliableandup-to-datetechnologyorversioninthemarketdeliveredbythesupplier.

Thedeliveryshallbeof"turn-key"type.Thedeliveryshallbeacompletesystem,includingallthenecessaryequipment,hardware,basicsoftware,configurationsoftware,applicationprograms,andalltheothernecessarysoftwareandhardware,aswellasadvice,technicalinstructions,applicationsoftwareconfiguration,technicaltraining,guidance/supervision,testingandstart-upassistanceinordertomakethesystemrunwiththespecifiedperformances.Theconfigurationofapplicationsoftwareshallbeincludedinthescopeofsupply.Thecontrolsystemshallberunninginnormalmannerafterbeinginstalled,poweredonsiteandcommissioned.

TheSellershallbefullyresponsibleforthefunctionsandcapacity（incl.softwareandhardware）ofthecontrolsystem.Ifthesystemortheequipmentprovidedfailstomeetthespecifiedrequirements,theSellershallsupplementthehardware,softwareandservicessoastorealizeallthespecifiedfunctions,andalltherelativecostsshallbesolelybornebytheSeller.

Incasethereareanyupgradingofsystemsoftware,configurationsoftwareandfirmwareduringthewarrantyperiod,therelativecostshallbesolelybonebytheSeller.

Changesofthescopeofsupplymightbemadeonthebasisoflimitingtothenumberandfunctionsspecifiedinthecontract.TheSellershallberesponsibletotakeintoaccountofthecomplexityoftheapplicationpractice.

IftheBuyerrequeststochangethequantityofequipment,thepriceshallbeadjustedontheunitpricesbasisspecifiedinthecontract.Therefore,unit-priceforeachtypeofequipment,card/elementandtheconcernedsoftwareshallbegiveninthebids.

Alltheinstrumentfunctions,logicfunctions,motorsoperation,operationofremoteon-offvalves,interlockingandalarmsshallberealizedonDCS.

Thesystemprovidedshallbecomposedofstandardproducts.Ifproductsfromathirdpartyareincludedinthebids,theyshallbeclearlyindicatedinthebidswiththevenderandmodel.TheproductsfromanythirdpartyshallbedeemedbytheSellerasanintegratedportionofthecontrolsystem,andtheSellershallprovideguaranteesforreliableoperationoftheminthisproject.

TheequipmentandsoftwareversionsprovidedbytheSellershallbecompatiblewiththelaterhigherversions,sothatallfuturedevelopmentscanbeimplementedataminimumcostanddowntime.TheSellershallberesponsibletokeeptheBuyerbeinginformedtimelyofrelevantproductupgradingduringthewarrantyperiod.

Thesystemshallbeofanopensystemwithself-diagnosticsandself-protectionfunctions.ThesystemshallconformtotheopensystemstandardISO/OSI.

Thesystemshallincludetheremote-diagnosticsandremote-troubleshootingfunctions,whichcancommunicatewiththeSeller’sequipmentinitsservicecenterviaInternet.TheSellershallbeabletoaccess,fromhisservicecenter,totheprovidedsystemthroughInternetandcarryouttheremotediagnosticsandassisttheenduserfortroubleshooting.

Descriptionsofallthehardware,software,configurationsoftware,applicationsoftware,real-timedatabasearrangementandhistoricaldatabasearrangementshallbeprovidedinthebids.

Specificationandcatalogue/brochureoftherelatedhardware,softwareandconfigurationsoftwareshallbeprovidedinthebids.

Breakdownpricesshallbegiveninthebids.Thebreakdownpricesforhardwareshallconsistofthebreakdownpricesforequipmentandthebreakdownpricesformodule/card.

ShouldtheBidderpreferothersolutions,whicharedifferentfromwhatspecified,theyshallbepresentedasanoptionalsolutionindocuments,andmarkinadeviationlist.

DescriptionfortheSeller’stechnicalsupportorganizationsinChinashallbeattachedtothebids,withindicationofnameandaddressoftheorganizations,numberofengineersanddateofestablishment,etc.

DescriptionoftheSeller’sstocksinChinaforsparesandsparepartssupportshallbeattachedtothebids,withindicationofthestocklocationandthedateofestablishment,etc.

Packagingofequipmentshallmeettherequirementsforoceantransportation.andshouldbeseaworthypacked.Allnecessarymeasuresshallbetakentoprotecttheequipmentfrommoisture,dust,corrosion,shockanddamages.

ThebidsshallbepreparedinaccordancewiththespecificationsintheITB.

TheSeller’sbiddingdocumentmustbemadeinbothChineseandEnglish（8sets）.

ThetechnicalpartofITBiswritteninbothChineseandEnglishversions.Incasethereisanycontradictionbetweenthetwoversions,theChineseoneshallprevail.TheinterpretationrightisinthehandoftheCNTICTradingCo.,Ltd..

Thedeliveryshallbeof"turn-key"type.Thedeliveryshallbeofacompletesystem,includingallthenecessaryequipment,hardware,basicsoftware,configurationsoftware,applicationprograms,andalltheothernecessarysoftwareandhardware,aswellasadvice,technicalinstructions,applicationsoftwareconfiguration,technicaltraining,guidance/supervision,testingandstart-upassistanceinordertomakethesystemrunningwiththespecifiedperformances.Theconfigurationofapplicationsoftwareshallbeincludedinthescopeofsupply.Thecontrol
