Betweenthegovernorsandthepresidents,thereisincreasinglylittleifanycommongroundotherthanrecognizingtheimportanceofhighereducation.Theyhaveentirelydifferentviewsoftheproblem,noagreementonresponsibility,andnothinginthewayofasharedsolution.

(5)Second,andmoreimportantlyintermsofnationalmodels,isthatGovernorDanielsaskedforasalarybaseduponachievinghisgoalsfortheuniversity.Thepackageisdividedintotwobuckets—basesalaryandbonus.Thebonusistiedtograduationrates,affordability,studentachievement,philanthropicsupport,facultyexcellence,andstrategicprograminitiatives.Inestablishingthisbonussystem,Danielsmarriedtraditionalnotionsofacademicquality—asmeasuredbyexcellenceinfaculty,programsandresources—withanequalemphasisoneffectiveoutcomesandpricecontrols:

graduationrates,affordability,andstudentachievement.
