Dai WeiFendiscussesthatObama’seducationidea ,butpointsouttheUnitedStateswillface greateducationalproblemthatinvest education.FengHongXiafocusesonObama's educationreformplanandtalkabout thepolicy's significance.CarolynKelleyandAllanOddensummarizedtheteachercompensationsystem,andtheimprovementoftheteachermeritpay.AccordingtoMr.Obama’seducationpolicy,MichaelJanofskyputsforwardseveralopinionsaboutidealsofAmerica.ThefirstofAmericaisthatasmanypeopleaspossibleshouldhaveassesstoasmucheducationastheywant.ThisidealisanoutcomeoftheAmerica’sassertionsaboutequalityamongpeople.Thesecondidealisthatofproducingasocietythatistotallyliterateandoflocalcontrol.Thethirdidealisaboutthebasicnatureofknowledgeandlearning.Meanwhile,JoshuaH.BamettsaidthatalthoughtheUnitedStateshasahighlydevelopededucationalsystem,italsohasmanyproblems.Themostseriousproblemsarepooreducationalquality,lackofequalopportunityforeducation,aswellasschoolviolence.Allthebooksandarticlesgiveanin-depthresearchonaspecificground.Thearticleaimstofindtheteachermeritpayhowtoinfluencetheteacherqualificationandshowtheauthor’sopiniononteachermeritpaytoanalyzethecharacteristicsofperformancewageitself.

Onnov4,2008,ObamabecamethepresidentoftheUnitedStates.HewasthefirstblackpresidentintheUSA.Afterhisinaugural,somepeoplecomparedBarackObamatoagreatpresidentMr.Lincoln.Mr.Obamasays,hewouldtakenewlookingtotheUnitedStates.ButAmericasocietyfacedseriousfinancialcrisis,highunemployment,bigcorporationandIraqWarandsoon,soitisnecessarytomakesamemeasurestosolvethoseproblems.Obamapointedoutsamestrategies;oneofthestrategiesiseducationreformplan.Preparingourchildrentocompeteintheglobaleconomyisoneofthemosturgentchallengesweface.wewillpreparethenextgenerationforsuccessincollege,ensuringthatAmericachildrenleadtheworldonceagainincreativityandachievement.
March10,2009,presidentObamahadaspeechonLatin-AmericanChamberOfCommerce.TheUnitedStatescannotputupwithwaitingthestudents’achievementhadgraduallydeclinedasMr.Obamalamented,fourth–gradereadersinMississippicanscore70pointsworsethantheirpeersinWorming.TheFordhamInstitute,athink-tankmeasuredthesame18primaryschoolbydifferentstates’benchmarks.InrigorousMassachusetts,onlyonepassedmaster
InsloppyWisconsin,Mr.ObamaalsocorrectlyindentifiedanotherproblemthatmostAmericanpublicschoolsareprettygood,asignificantminorityareatrocious.Ofcourse,notingthatamere2000highschoolsproducemorethanhalfalldropouts.Dysfunctionalschoolsareconcentratedintherougherpartsofcities,suchasDetroitandLosAngelesandsoon.
TheUnitedStates,anationthathasalwaysledthewayininnovationisnowbeingoutpacedinmathandscienceeducation.Americansworryaboutinthepubliceducationsystem,manycollegeadministratorsandbusinessexecutivescomplainthatsomehighschoolsneedremedialcoursesintheso-calledthreeR’s:
reading,writingandarithmetic.Arecentstudyindicatesthatamongtoday’shighschoolgraduates,thereisanoticeablelackofreadingskill.About30%-50%ofstudentsenteringjuniorcollegeneedhelpinreadingskills.TheAmericaeducationsystemcanbehazardous;theteacherqualificationcannotkeepwithothercountries.
PresidentObama’seducationpolicywillgothough“fromcradletocareer”toensureallAmericanreceiveacomprehensiveeducationinthevagariesoftheglobaleconomicsituation.(郑颖,2009:

Whileeducationspendinghasincreasedgreatlyfromwhatithadbeeninthemiddleofthecentury,proficiencyincoresubjecthasdroppedasanabysmaleighteenpercentoffourthgradersareprojectinhistory,30%areproficientinscience,30%areproficientinmath,andjust31%areproficientinreading.
ThedeclineineducationappearstobeworseasthegradelevelgetshigherwithhigheraverageSATscoresdroppingfromover540in1964tobelow510todaydespitespendingperstudenthavingrisenfromunder$3000peryeartomorethan$8000peryear.

Aftergraduatinghighschool,allAmericansshouldbepreparedtoattendatleastoneyearofjobtrainingorhighereducationtobetterequipourteacherqualificationforthe21stcentury.Wewillcontinuetomakehighereducationmoreaffordable.
EducationhasalwaysbeenagreatconcernforAmericans.ThenationalgoalofeducationintheUnitedStatestodayistoachieveuniversityliteracyandprovideindividualswitheducationalopportunities.AmericabelievethateducationcancreateacommonboundamongthediversegroupsthatmakeuptheAmericapopulationandhelppreservesocialstability.EducationinAmericaisregardedasbothanindividualbenefitandasocialnecessity.ItisageneralviewthateveryAmericanhasrightandobligationeducated.Americabelievesthat,thougheducation,anindividualacquiresknowledge,skillandabilitieswhichwillenablethemtofitintosocietyandimprovetheirsocialstatus.Americansholdtheviewthatthefutureofthenationdependsla
