Thenhowtosolvethisproblem?

Somesuggestlayingdownmoreroadstomakethetrafficlesscrowdedandspeeduptheflowoftraffic.Othersbelievethatweshouldopenupmorepublicbusroutes,sothatmorepeoplewilltakethepublicbusesinsteadoftravellingbycarandbicycle.
