“It’saverytensesituation,”saidLeonorStjepic,directoroftheLondon-basedGalapagosConservationTrust,whichraisesmoneytohelpprojectsontheislands.“Wearewatchingitwithconcern.”
Theviolencehasbeentriggeredbyanalarminggrowthintheislands’population.PuertoAyora,onSantaCruzisland,housedjust45inhabitantsinthe50s.Todaytherearemorethan10,000,whiletheislands'totalpopulationismorethan19,000andgrowingby6percentayear,despiterecentlyintroducedalawtolimitwavesofimmigrantsfleeingthepoorareasofEcuadorforalife“inparadise(天堂)”.Ontopofthis,morethan100,000touristsvisittheislandseveryyear.
Suchnumbershaveputtheislands,specialecologyunderintensepressure.ConservationistsbackedbytheEcuadorgovernment,haverepliedbyexercisingstrictcontrolstoprotecttheislands*iguanas,blue-footedboobies,andgianttortoises.
Thesemoveshaveangeredmanylocalpeople,however.Theywanttoexploit(开发利用)theislands’watersandcatchitsprotectedspeciesofsharks,lobstersandseacucumbers,whichcanfetchhighpricesinJapanandSouthKorea.
AngryfishermensurroundedtheCharlesDarwinresearchstationonSantaCruzlastFebruary,threatenedtokillLonesomeGeorge—thelastsurvivingmemberofthePintaIslandspeciesoftheGalapagosgianttortoise.
ThesituationgotimprovedaftertheEcuadorgovernmentmadeconcessions(让步)byincreasingfishingquotas(配额),whichangeredconservationists.“Itistragic,theshort-termgainofafewfishermenversusthelong-termsurvivaloftheGalapagos,”saidJohnMcCoskeroftheCaliforniaAcademyofSciences.“Theyarekillingthegoldengoose.”
Then,theEcuadorgovernmentappointedFaustoCepedaasthenationalpark'snewdirector,apostthathasbecomeapoliticalfootballforthemainlandgovernment.Therehavebeenninedirectorsinthepast18months.
Thisappointmentwasparticularlycontroversial,however.Cepedawasknowntohaveclosetieswiththefishingindustry,andtherangers(管理员),whorunthenationalparkandreserve,rebelled.
Morethan300stagedasit-inatthepark’sheadquartersandpreventedCepedafromtakinguphispost.Abattlebrokeout,andatleasttwopeoplesufferedseriousinjuries.Eventually,Cepeda—withthefishermen’shelp-enteredthepark.“Iaminoffice,iamincontrol.AndIamtryingtolowerthetension,”heannounced.
TheEcuadorgovernmenttooknochances,andsentapatrolboattomaintainthepeace.Afewdayslater,EcuadorEnvironmentMinisterFabianValdivicsometrepresentativesofrangers.Afterdiscussions,hetoldnewspapersthathehaddecidedtoremoveCepedafromthepost.
However,asthepopulationcontinuestorise,thelong-termpressuresontheislandsareseriousandwillnotdisappearthateasily.
