3.5DependencyLinkages
Insomecases,oneprojectmaybedependentuponanotherproject’sdeliverables;thislinkageneedstobeidentifiedanditsprogressmonitored.Inothercases,aprojectmaybedependentuponinformationfromseveralagencies;thetasksandactivitiesoftheinformationgatheringprocessthatneedtobemonitored.

Organizationalchangemanagement,retraining,increases/decreasesinoperatingbudgetsareexampleimpacts.
3.7MeasuresofProjectSuccess
Thissectiondescribesthemetricsthatwillbeusedontheprojecttodeterminehowsuccesswillbemeasured.Suchmetricsmightincludehowtomeasurecustomersatisfactionormightstatewhata“userfriendly”systemis.
3.8Assumptions
Projectassumptionsneedtobedefinedbeforeprojectactivitiestakeplacesothattimeisnotspentonaprojectthathasnobasisforfunding.Forexample,supportandattentionwillbeprovidedbytheBusinessSponsorandtheSteeringCommittee;resourceswillbeavailabletoadequatelystafftheproject,etc.
3.9CriticalSuccessFactors
Describethosefactorsthatwillensurethesuccessorfailureoftheproject.Forexample,theOrganizationChangeManagementPlanwillbeaccepted;thesysteminfrastructureenvironmentwillbeadequate,etc.
3.10RolesandProjectStakeholders
3.10.1Roles
Thefollowingroledefinitionsarebeingappliedtotheresourcesassignedtothisproject:
ProjectSponsor
Providesexecutiveteamapprovalandsponsorshipfortheproject.Hasbudgetownershipfortheprojectandisthemajorstakeholderandrecipientfortheprojectdeliverables.
ProjectOwner
ProvidespolicydefinitiontotheProjectteam.Resolvesallpolicyissueswiththeappropriatepolicyownersinordertoprovideaclear,decisivedefinition.Makesfinaldecisionsandresolvesconflictsorissuesregardingprojectexpectationsacrossorganizationalandfunctionalareas.Theprojectownerandtheprojectmanagerhaveadirectlinkforallcommunication.Theprojectmanagerwillworkdirectlywiththeprojectowneronallpolicyclarification.
ProjectManager
Providesoverallmanagementtotheproject.AccountableforestablishingaProjectCharter,developingandmanagingtheworkplan,securingappropriateresourcesanddelegatingtheworkandinsuringsuccessfulcompletionoftheproject.Allprojectteammembersreporttotheprojectmanager.Handlesallprojectadministrativeduties,interfacestoprojectsponsorsandownersandhasoverallaccountabilityfortheproject.
SteeringCommittee
Provideassistanceinresolvingissuesthatarisebeyondtheprojectmanager’sjurisdiction.Monitorprojectprogressandprovidenecessarytoolsandsupportwhenmilestonesareinjeopardy.
Stakeholder
Keyproviderofrequirementsandrecipientofprojectdeliverableandassociatedbenefits.Deliverablewilldirectlyenhancethestakeholders’businessprocessesandenvironment.Majorityofstakeholdersforthisprojectwillbeagencyheads,CIO’sandprojectmanagementrepresentatives.
TeamMember
Workingprojectteammemberwhoanalyzes,designsandultimatelyimprovesorreplacesthebusinessprocesses.Thisincludescollaboratingwithteamstodevelophighlevelprocessdesignsandmodels,understandingbestpracticesforbusinessprocessesandpartneringwithteammemberstoidentifyappropriateopportunities,challengingtheoldrulesofthebusinessandstimulatingcreatingthinking,andidentifyingorganizationalimpactareas.
