attemptatconstitution-buildingand—heypresto—anew

quasi-constitutionwillbeready.

AccordingtotheGermangovernment—whichholdstheEU’s

agenda-settingpresidencyduringthefirsthalfof2007therewillbeanewdraftofaslimmed-downconstitutionreadybythemiddleoftheyear,perhapstoputtovoters,perhapsnot.Therewouldthenbeacoupleofyearsinwhichitwillbediscussed,approvedbyparliamentsand,perhaps,puttovotersifthatisdeemedunavoidable.Then,according

 

tobureaucraticplannersinBrusselsandBerlin,blithelyignoringthepossibilityofpublicrejection,thewholethingwillbesigned,sealedandanewconstitutiondeliveredin2009-10.Europewillbenicelybackonschedule.Itsfour-to-five-yearcycleofintegrationwillhavemissedonlyonebeat.
