politicalcyclesoregularthatitalmostseemstoamounttoanaturallaw.Everyfourorfiveyears,Europeancountriestakealargestridetowardsfurtherintegrationbysigninganewtreaty：

theMaastrichttreatyin1992,theTreatyofAmsterdamin1997,theTreatyofNicein2001.Andin2005theyweresupposedtoratifyaEuropeanconstitution,laying

thegroundforyetmoreintegration—untilthecalmrhythm

wasrudelyshatteredbyFrenchandDutchvoters.Butthepoliticalimpetustosignsomethingeveryfourorfiveyearshasonlybeeninterrupted,notimmobilised,bythissetback.

In2007theEuropeanUnionmarksthe50thanniversaryof

anothertreaty—theTreatyofRome,itsfoundingcharter.

Governmentleadershavealreadyagreedtocelebrateit

ceremoniously,restatingtheircommitmentto“evercloser

union”andthebasicidealsofEuropeanunity.Byitself,

andinnormalcircumstances,theEU’s50th-birthdaygreeting

toitselfwouldbefairlymeaningless,aroutineexpressionofEuropeangoodfellowship.ButitdoesnottakeaMachiavellitospotthatoncegovernmentshavesignedthedeclaration（anditseemsunlikelyanyonewouldbesouncollegiateastovetoit）theywillalreadybehalfwaytowardscommittingthemselvestoanewtreaty.Allthatwillbenecessarywillbetoincorporatethe50th-anniversarydeclarationintoanewtreatycontaininganumberofinstitutionalandotherreformsextractedfromthefailed

attemptatconstitution-buildingand—heypresto—anew

quasi-constitutionwillbeready.

AccordingtotheGermangovernment—whichholdstheEU’s

agenda-settingpresidencyduringthefirsthalfof2007therewillbeanewdraftofaslimmed-downconstitutionreadybythemiddleoftheyear,perhapstoputtovoters,perhapsnot.Therewouldthenbeacoupleofyearsinwhichitwillbediscussed,approvedbyparliamentsand,perhaps,puttovotersifthatisdeemedunavoidable.Then,according

tobureaucraticplannersinBrusselsandBerlin,blithelyignoringthepossibilityofpublicrejection,thewholethingwillbesigned,sealedandanewconstitutiondeliveredin2009-10.Europewillbenicelybackonschedule.Itsfour-to-five-yearcycleofintegrationwillhavemissedonlyonebeat.

TheresurrectionoftheEuropeanconstitutionwillbemademorelikelyin2007becauseofwhatishappeninginnationalcapitals.TheEuropeanUnionisnotreallyanautonomousorganisation.Ifitfunctions,itisbecausetheleadersofthebigcontinentalcountrieswantitto,reckoningthatanactiveEuropeanpolicywillhelpthemgetdonewhattheywanttodointheirowncountries.

Thatdidnothappenin2005-06.Defensive,cynicaland

self-destructive,theleadersofthethreelargesteuro-zone

countries—France,ItalyandGermany—werestumblingtowards

theirunlamentedends.TheysawnoreasontopursueanysortofEuropeanpolicyandtheEU,asaresult,barelyfunctioned.Butbythemiddleof2007allthreewillhavegone,andthisfactalonewilltransformtheEuropeanpoliticallandscape.

Theupshotisthatthepoliticsofthethreelarge

continentalcountries,bureaucraticmomentumandthe

economicsofrecoverywillallbealignedtogiveapush

towardsintegrationin2007.Thatdoesnotmeanthemomentum
