TheKaribaDamontheZambeziRiverisoneofthelargerdamsinAfrica.Itsconstructionwascontroversial,anda2015reportbytheInstituteofRiskManagementofSouthAfricaincludedawarningthatthedamisindireneedofmaintenance.AnumberofoptionsareavailabletotheZambeziRiverAuthority(ZRA)thatmightaddressthesituation.ThreeoptionsinparticularareofinteresttoZRA:

Requirement1ZRAmanagementrequiresabriefassessmentofthethreeoptionslisted,withsufficientdetailtoprovideanoverviewofpotentialcostsandbenefitsassociatedwitheachoption.Thisrequirementshouldnotexceedtwopagesinlength,andmustbeprovidedinadditiontoyourmainreport.
Requirement2ProvideadetailedanalysisofOption(3)-removingtheKaribaDamandreplacingitwithaseriesoftentotwentysmallerdamsalongtheZambeziriver.ThisnewsystemofdamsshouldhavethesameoverallwatermanagementcapabilitiesastheexistingKaribaDamwhileprovidingthesameorgreaterlevelsofprotectionandwatermanagementoptionsforLakeKaribathatareinplacewiththeexistingdam.YouranalysismustsupportarecommendationastothenumberandplacementofthenewdamsalongtheZambeziRiver.
InyourreportforRequirement2,youshouldincludeastrategyformodulatingthewaterflowthroughyournewmultipledamsystemthatprovidesareasonablebalancebetweensafetyandcosts.Inadditiontoaddressingknownorpredictednormalwatercycles,yourstrategyshouldprovideguidancetotheZRAmanagersthatexplainsandjustifiestheactionsthatshouldbetakentoproperlyhandleemergencywaterflowsituations(i.e.floodingand/orprolongedlowwaterconditions).Yourstrategyshouldprovidespecificguidanceforextremewaterflowsrangingfrommaximumexpecteddischargestominimumexpecteddischarges.Finally,yourrecommendedstrategyshouldincludeinformationaddressinganyrestrictionsregardingthelocationsandlengthsoftimethatdifferentareasoftheZambeziRivershouldbeexposedtothemostdetrimentaleffectsoftheextremeconditions.
