VicePresidentHu,thankyouforyourwordsofwele.Iamgratefulforyourhospitality,andhonoredbythisreceptionatoneofChina'sgreatuniversities.TsinghuaUniversitywasfounded,withthesupportofAmerica,tofurtherthetiesbetweenourtwonations.IknowhowimportantthisplaceistotheVicePresident,whoearnedhisdegreehereandevenmoreimportant,methisgraciouswifeLiuYongqinghere.Ialsothankthestudentshereforthisopportunitytomeetwithyou,totalkalittlebitaboutmycountryandanswersomeofyourquestions.Thestandardsandreputationofthisuniversityareknownaroundtheworld,andIknowwhatanachievementitistobehere.MywifeLauraandIhavetwodaughtersincollege,oneatYaleandtheotherattheUniversityofTexas.WeareproudofourdaughtersjustlikeIamsureyourparentsareproudofyou.MyvisittoChinaesonanimportantanniversary.Thirtyyearsagothisweek,anAmericanPresidentarrivedinChinaonatripdesignedtoenddecadesofestrangementandconfrontcenturiesofsuspicion.PresidentRichardNixonshowedtheworldthattwovastlydifferentgovernmentscouldmeetonthegroundsofmoninterest,andinaspiritofmutualrespect.Astheylefttheairportthatday,PremierZhouEnlaisaidtoPresidentNixon,``Yourhandshakecameoverthevastestoceanintheworldtwenty-fiveyearsofnomunication.''Duringthe30yearssince,AmericaandChinahaveexchangedmanyhandshakesoffriendshipandmerce.Andaswehavehadmorecontactwitheachother,thecitizensofourtwocountrieshavegraduallylearnedmoreabouteachother.Once,AmericaknewChinaonlybyitshistoryasagreatandenduringcivilization.Today,weseeaChinathatisstilldefinedbynobletraditionsoffamily,scholarship,andhonor.AndweseeaChinathatisbeingoneofthemostdynamicandcreativesocietiesintheworldasdemonstratedbyalltheknowledgeandpotentialrighthereinthisroom.Chinaisonarisingpath,andAmericawelestheemergenceofastrong,peaceful,andprosperousChina.AsAmericalearnsmoreaboutChina,IamconcernedthattheChinesepeopledonotalwaysseeaclearpictureofmycountry.Thishappensformanyreasons,someofthemofourownmaking.OurmoviesandtelevisionshowsoftendonotportraythevaluesoftherealAmericaIknow.OursuccessfulbusinessesshowthestrengthofAmericanmerce,butthemunityspiritandcontributionsofthosebusinessesarenotalwaysasvisibleastheirmonetarysuccess.SomeoftheerroneouspicturesofAmericaarepaintedbyothers.Myfriend,theAmbassadortoChina,tellsmethatsomeChinesetextbookstalkofAmericans``bullyingtheweakandrepressingthepoor.''AnotherChinesetextbook,publishedjustlastyear,teachesthatspecialagentsoftheFBIareusedto``represstheworkingpeople.''Neitheroftheseistrueandwhilethebooksmaybeleftoversfromapreviousera,theyaremisleadingandharmful.Infact,Americansfeelaspecialresponsibilityforthepoorandtheweak.Ourgovernmentspendsbillionsofdollarstoprovidehealthcareandfoodandhousingforthosewhocannothelpthemselvesandevenmoreimportant,manyofourcitizenscontributetheirownmoneyandtimetohelpthoseinneed.Americanpassionstretcheswaybeyondourborders.Wearethenumberoneproviderofhumanitarianaidtopeopleinneedthroughouttheworld.AsforthemenandwomenofourFBIandlawenforcement,theyarethemselvesworkingpeoplewhodevotetheirlivestofightingcrimeandcorruption.Mycountrycertainlyhasitsshareofproblemsandfaults;likemostnationswe'reonalongjourneytowardachievingourownidealsofequalityandjustice.Yetthereisareasonournationshinesasabeaconofhopeandopportunity,areasonmanythroughouttheworlddreamofingtoAmerica.Weareafreenation,wheremenandwomenhavetheopportunitytoachievetheirdreams.Nomatteryourbackgroundorcircumstanceofbirth,inAmericayoucangetagoodeducation,startabusiness,raiseafamily,worshipfreelyandhelpelecttheleadersofyourmunityandcountry.Youcansupportthepoliciesofourgovernment,oryouarefreetoopenlydisagreewiththem.Thosewhofearfreedomsometimesargueitcouldleadtochaos,butitdoesnot,becausefreedommeansmorethaneverymanforhimself.Libertygivesourcitizensmanyrights,yetexpectsthemtoexerciseimportantresponsibilities.Ourlibertyisgivendirectionandpurposebymoralcharacter,shapedinstrongfamilies,strongmunities,andstrongreligiousinstitutionsandoverseenbyastrongandfairlegalsystem.Mycountry'sgreatestsymboltotheworld,theStatueofLiberty,wasdesignedwithgreatcare.Asyoulookclosely,youwillseethatsheisholdingnotoneobject,buttwo.Inonehandisthefamiliartorch,thelightofliberty.Intheotherisabookoflaw.WeareaNationoflaws.Ourcourtsarehonestandindependent.ThePresidentcan'ttellthecourtshowtoruleandneithercananyothermemberoftheexecutiveorlegislativebranch.Underourlaw,everyonestandsequal.Nooneisabovethelaw,andnooneisbeneathit.AllpoliticalpowerinAmericaislimitedandtemporary,andonlygivenbyafreevoteofthepeople.WehaveaConstitution,nowtwocenturiesold,whichlimitsandbalancesthepowersofthethreebranchesofourgovernment:

judicial,legislativeandexecutive.ManyofthevaluesthatguideourlifeinAmericaarefirstshapedinourfamilies,justastheyareinyourcountry.AmericanMomsandDadslovetheirchildrenandworkhardandsacrificeforthem,becausewebelievelifecanalwaysbebetterforthenextgeneration.Inourfamilies,wefindloveandlearnresponsibilityandcharacter.AndmanyAmericansvoluntarilydevotepartoftheirlivestoservingothers.AnamazingnumbernearlyhalfofalladultsinAmericavolunteertimeeveryweektomaketheirmunitiesbetterbymentoringchildrenvisitingthesickcaringfortheelderlyandhelpingwithathousandotherneedsandcauses.Thisisoneofthegreatstrengthsofmycountry.Peopletakeresponsibilityforhelpingotherswithoutbeingtold,motivatedbytheirgoodheartsandoftenbytheirfaith.Americaisanationguidedbyfaith.Someoneoncecalledus``anationwiththesoulofachurch.''Ninety-fivepercentofAmericanssaytheybelieveinGod,andI'moneofthem.WhenImetwithPresidentJiangZemininShanghaiafewmonthsago,Itoldhimhowfaithhasshapedmyownlife,andhowfaithcontributestothelifeofmycountry.Faithpointstoamorallawbeyondman'slawandcallsustodutieshigherthanmaterialgain.Freedomofreligionisnotsomethingtobefearedbuttobeweled,becausefaithgivesusamoralcoreandteachesustoholdourselvestohighstandards,toloveandserveothers,andtoliveresponsiblelives.IfyoutravelacrossAmerica,youwillfindpeopleofmanydifferentethicbackgroundsandmanydifferentfaiths.Weareavariedcountry.Wearehometo2.3millionAmericansofChineseancestry,whocanbefoundworkingintheofficesofourbiggestpanies,servinginmyownCabinet,andskatingforAmericaattheOlympics.Everyimmigrant,bytakinganoathofallegiancetoourcountry,beesjustasmuchanAmericanasthePresidentoftheUnitedStates.Americashowsthatasocietycanbevastandvaried,andyetstillonecountry,mandingtheallegianceandloveofitspeople.AllofthesequalitiesofAmericawerevividlydisplayedonasingleday,September11th,whenterroristsattackedAmerica.Americanpolicemenandfirefighters,bythehundreds,ranintoburningtowersinthedesperatehopeofsavingotherlives.Volunteerscamefromeverywheretohelpwiththerescueefforts.Americansdonatedblood,andgavemoneytohelpthefamiliesofvictims.PeoplewenttoprayerservicesalloverAmerica,andraisedflagstoshowtheirprideandunity.Noneofthiswasorderedbythegovernment;ithappenedspontaneously,bytheinitiativeofafreepeople.LifeinAmericashowsthatliberty,pairedwithlaw,isnottobefeared.Inafreesociety,diversityisnotdisorder.Debateisnotstrife.Anddissentisnotrevolution.Afreesocietytrustsitscitizenstoseekgreatnessinthemselvesandtheircountry.ItwasmyhonortovisitChinain1975,andalothaschangedinyourcountrysincethen.Chinahasmadeamazingprogressinopenness,andenterprise,andeconomicfreedom.AndthisprogresspreviewsChina'sgreatpotential.ChinahasjoinedtheWorldTradeOrganization,andasyouliveuptoitsobligations,theywillbringchangesinChina'slegalsystem.AmodernChinawillhaveaconsistentruleoflawtogovernmerceandsecuretherightsofitspeople.ThenewChinayourgenerationisbuildingwillneedtheprofoundwisdomofyourtraditions.Thelureofmaterialismchallengessocietyinourcountryandinmanysuccessfulcountries.Yourancientethicofpersonalandfamilyresponsibilitywillserveyouwell.BehindChina'seconomicsuccesstodayaretalented,energeticpeople.Inthenearfuture,thesesamemenandwomenwillplayafullandactiveroleinyourgovernment.Thisuniversityisnotsimplyturningoutspecialists,itispreparingcitizens.Andcitizensarenotspectatorsintheaffairsoftheircountry.Theyareparticipantsinitsfuture.Changeising.Chinaisalreadyhavingsecretballotandpetitiveelectionsatthelocallevel.Nearlytwentyyearsago,DengXiaopingsaidthatChinawouldeventuallyexpanddemocraticelectionsallthewaytothenationallevelandIlookforwardtothatday.TensofmillionsofChinesetodayarerelearningBuddhist,Taoist,andlocalreligioustraditions,orpracticingChristianity,Islam,andotherfaiths.Regardlessofwhereorhowthesebelieversworship,theyarenothreattopublicorder;infact,theymakegoodcitizens.Forcenturies,thiscountryhadatraditionofreligioustolerance.Myprayeristhatallpersecutionwillend,sothatallinC
