Inmanycases,peoplewithdisabilitiesmustbeabletofulfilltheirroleinsociety.Itisimportanttofocusontheabilityandnotonthedisabilityofanindividual.Itisimportanttonotethatdisabilityispartofthehumancondition,andthatallofuseitherareorwillbecomedisabledtoonedegreeoranotherduringthecourseofourlives.

Bypromotingempowerment(授权),realopportunitiesfordisabledpeoplearecreated.Thissupportstheminsettingtheirownpriorities.Empowermentinvolvesinvestinginthem—injobs,health,nutrition,education,andsocialprotection.Whendisabledpeopleareempoweredtheyarebetterpreparedtotakeadvantageofopportunities,andtheycanmorereadilyaccepttheircivicresponsibilities.
