GreatchallengesfacedtheUnitedStatesintheearly20thcentury,includingglobaleconomiccompetition.Nationalandlocalleadersrealizedthatamoreskilledworkforcewaskeytothecountry'scontinuedeconomicstrength,aneedthatcalledforadramaticincreaseincollegeattendance.Yetthree-quartersofhighschoolgraduateswerechoosingnottofurthertheireducation,inpartbecausetheywerereluctanttoleavehomeforadistantcollege.

Duringthesameperiod,thecountry'srapidlygrowingpublichighschoolswereseekingnewwaystoservetheircommunities.Itwascommonforthemtoaddateacherinstitute,manuallearning(vocationaleducation)divisionorcitizenshipschooltothediplomaprogram.Thehighschool-basedcommunitycollege*wasthemostsuccessfultypeofaddition.Meanwhile,small,privatecollegeshadfashionedaneffectivemodelofhighereducationgroundedontheprinciplesofsmallclasses,closestudent-facultyrelationsandaprogramthatincludedbothacademicsandextracurricularactivities.

Researchshowsthateducationpays.Studentswhocompleteassociatedegrees*andcertificatesaremorelikelytomoveintohigher-statusmanagementandprofessionalpositionswithhigherearnings.Aninvestmentofafewthousanddollarsnowwilllikelypaylifelongdividends*,asstudentswhoearnassociatedegreesaveragelifetimeearningsof$250,000morethanpeoplewithoutdegrees.
