为了保证“贵安新区高端装备制造产业园”工程地质勘察工作质量，查明各类工程的工程地质条件，提供可靠的岩土工程参数和物理力学指标，满足本阶段的设计要求，根据相关规范、标准及贵州省地方技术规范、委托监理合同、勘察合同的规定，依据“监理大纲”和“勘察任务书”的具体内容编制了标准厂房工程详勘阶段地质勘察监理实施细则。

一、总则

1、贵安新区高端装备制造产业园工程地质勘察监理工作必须按照国家相关政策、法规及行业标准、规范、规程等对工程地质勘察过程、手段、勘察成果资料、设计方案进行检查、管理和监督。

2、工程地质勘察监理工作，必须深入现场，工作到位，了解本工程地质及水文地质条件，查明控制和影响线路方案及重大工程的主要工程地质问题，从实际出发，紧密结合工程地质勘察开展监理工作。

工程地质勘察监理应遵循“守法、诚实、公正、科学”的准则。

3、工程地质勘察监理工作的主要内容：

检查、监督工程地质勘察单位的勘察任务书，勘察设备、人员配备，勘察手段、方法和程序，勘探点数量、深度及勘探工艺，水、土、砂石试样的数量、取样运输和保管方法、试验内容和方法，原位测试和水文地质试验的内容、数量和方法，原始资料、勘察报告等方面是否符合国家相关政策、法规及行业标准、规范、规程的规定，能否满足工程初步设计的要求；并在对重大地质问题的认识上与勘察单位达成共识。

4、详勘阶段工程地质勘察监理工作主要采用对现场工程地质勘察进行巡视、检查及旁站，同时对成果资料整理的过程、质量与进度进行全方位的检查和控制相结合的方法。

5、监理工作发现地质勘察质量、安全问题、事故和遗漏的工程地质问题或点位，应及时书面通知勘察单位，提出监理意见，以便使勘察单位及时补充、整改、完善。

6、详勘阶段工程地质勘察监理工作的重点是：

勘察点的布置是否满足勘察任务书的要求，是否满足有关规范、规程要求；监控钻探过程、原状取土过程封存过程、取水过程、原位测试、、钻孔深度、现场勘探孔波速试验过程、勘查孔施工的内业资料尤其是原始记录检查。

7、监理工程师要尽职尽责，相互配合，协同一致，按照监理工作程序做好各项监理工作，及时填写监理记录和监理日志。

8、监理工作要以人为本，安全第一，认真贯彻安全生产的方针，执行监理安全措施，确保安全监理。

二、工程概况

拟建贵安新区高端装备制造产业园项目工程位于贵安新区马场镇，东侧为已建黔中大道，北侧为在建兴科南路、南侧为在建茶园路、西侧为在建磊庄路。

距花溪城区距离18.0KM，地理位置优越，交通十分便利；拟建项目主要由18栋钢结构厂房、11栋框架结构厂房、4栋配属用房组成，共有33栋拟建建筑，总规划占地面积。

41㎡，总建筑面积.36㎡。

三、监理工作依据

四、监理工作范围

委托监理合同中规定的贵安新区高端装备制造产业园勘察阶段的监理工作。

五、监理工作内容

勘察阶段的质量、进度、投资控制，安全、信息管理以及组织协调工作。

六、监理工作目标

委托监理合同规定的控制目标。

七、项目监理机构的组织形式

项目监理机构根据不同阶段的需要适时调整项目机构监理人员，采取直线制组织形式的职能管理模式，有利于集中优化管理。

八、项目监理机构的人员配备计划

在详细勘察阶段，监理部配备1名监理工程师、1名监理员，总监理工程师每日现场检查。

九、项目监理机构的人员岗位职责

（一）总监理工程师职责

1、对建设单位委托监理合同的实施负全面责任。

2、负责管理项目监理部的日常工作。

3、确定项目监理部人员的分工和岗位职责。

4、检查和监督监理人员的工作，根据工程项目的进展情况进行人员的调配，对不称职的人员进行调换。

5、主持编写工程项目监理规划和审批监理实施细则。

6、检查监理日记；组织编写并签发监理月报、监理工作阶段报告、专题报告和监理工作总结，主持编写工程质量评估报告。

7、主持项目监理信息和监理资料的管理工作。

8、主持监理工作会议。

9、签发项目监理部重要文件和暂停、复工指令。

10、审定承包单位的开工报告、施工组织设计（施工方案）和进度计划。

11、组织审查分包单位、供货单位、试验单位资质，提出审查意见。

 12、确定见证抽样送样工作岗位，指定专人负责。

13、签认分部工程和单位工程的质量验收记录。

14、主持审查承包单位竣工预验收申请，组织监理人员进行竣工预验收，参加竣工验收。

 15、审查和处理工程变更。

 16、审定承包单位的工程款支付申请。

 17、参与工程质量和安全事故的调查。

 18、处理索赔，审批工程延期，调解建设单位与承包单位的合同争议。

 19、对总监理工程师代表授权。
