Ontheflipside,therearemany“forcedriders”,whoaresufferingfromtheclimatechangeimpactsdespitehavingscarcelycontributedtotheproblem.Manyoftheworld’smostclimate-vulnerablecountries,themajorityofwhichareAfricanofsmallislandstates,produceaverysmallquantityofemissions.Thisismuchlikeanon-smokergettingcancerfromsecond-handsmoke,whiletheheavysmokerisfortunateenoughtosmokeingoodhealth.
ThePairsagreementhasbeenwidelyhailedasapositivestepforwardinaddressingclimatechangeforall,althoughthedetailsonaddressing“climatejustice”canbebestdescribedassketchy.
Thegoalofkeepingglobaltemperaturerise“wellbelow”2℃iscommendablebuttheemissions-reductionpledgessubmittedbycountriesleadinguptothePairstalksareveryunlikelytodeliveronthis.
Morethan$100billioninfundinghasbeenputonthetableforsupportingdevelopingnationstoreduceemissions.However,theagreementspecifiesthatthereisnoformaldistinctionbetweendevelopedanddevelopingnationsintheirresponsibilitytocutemissions,effectivelyignoringhistoricalemissions.Thereisalsoverylittledetailonwhowillprovidethefundsor,importantly,whoisresponsiblefortheirprovision.Securingthesefunds,andestablishingwhoisresponsibleforraisingthemwillalsobevitalforthefutureofclimate-vulnerablecountries.
Themostclimate-vulnerablecountriesintheworldhavecontributedverylittletocreatingtheglobaldiseasefromwhichtheynowsufferthemost.Theremusturgentlybeameaningfulmobilizationofthepolicesoutlinedintheagreementifwearetoachievenationalemissionreductionswhilehelpingthemostvulnerablecountriesadapttoclimatechange.
