ForgetprecedentsliketheManhattanProject,whichdevelopedtheatombomb,ortheApolloprogramthatputmenonthemoon—single-focusprogramsboth,howeverhardtheyweretopulloff.ThinkinsteadoftheovernightconversionoftheWorldWarII-eraindustrialsectorintoavastmachinecapableofchurningout60,000tanksand300,000planes,aneffortthatnotonlydidn'tbankruptthenationbutinsteadmadeitrichandpowerfulbeyonditsimaginingand—oh,yes—wonthewarintheprocess.

Haltingclimatechangewillbefarharderthaneventhat.Oneofthemoreconservativeplansforaddressingtheproblem,byRobertSocolowandStephenPacalaofPrincetonUniversity,callsforareductionof25billiontonsofcarbonemissionsoverthenext50years—theequivalentoferasingnearlyfouryearsofglobalemissionsattoday'srates.Andyetbydevisingacoherentstrategythatmixesshort-termsolutionswithfarsightedgoals,combinesgovernmentactivismwithprivate-sectorenterpriseandblendspragmatismwithambition,theU.S.can,withoutmajordamagetotheeconomy,helphalttheworsteffectsofclimatechangeandensurethesurvivalofourwayoflifeforfuturegenerations.Moneywillgetuspartofthewaythere,butwhat'sneededmostiswill."I'mnotsayingthechallengeisn'talmostoverwhelming,"saysFredKrupp,presidentoftheEnvironmentalDefenseFundandco-authorofthenewbookEarth:
