Goodafternoon,ladiesandgentlemen.TheissueoftheYellowRiverhasbecomethebiggestconcernofmembersoftheChinesepeoplesPoliticalConsultativeConference.Mychildhood,infact,iscloselyassociatedwiththeriver.Myfatherisanengineeringgeologist,andheusedtotakemewithhimonhistripstothehydropowerstationsontheriver.Ienjoyedthosetrips,especiallythetriptoLongyangXiareservoir.Althoughtenyearshavepassedsincemyvisit,Icanstillrecallthescenery;IcanstillrecallthewaterIsawatthereservoir.Itwaspure,cleanandblue,notlikethewaterIsawinthemiddlereachesoftheriver,whichhadturnedbrownandmuddyafterpassingthroughtheLoessPlateau.
Onceduringourstayatthepowerstation,wewerecaughtinathunderstorm.Andwhenrainstopped,Icouldseetricklesofwaterrollingdownmountainslopesandflowingintothereservoir.Itcarriedlittlemudorsand,becauseatthattime,treesandgrassstillgrewaroundthereservoir.Andtheyprotectedthesoil.AtLongyangXiaIwasstruckbythebeautyofnature,andasachildIwantedtostaythereandtogrowupwithourYellowRiver.
LiBai,theTangDynastypoet,saidpraisestotheflowingwaterintheYellowRiver.Hesawitascomingdownfromheavenandnurturingthepeoplealongherwaytothesea.However,in1997,for330days,notasingledropofwaterfromtheYellowRiverwentintothesea.Anddroughtsarenottheonlypunishmentbynature.Afriendofmyfather's,auniversityprofessor,isdoingresearchontheYellowRiver.Accordingtothisprofessor,theYellowRiverwillsoonchangeitscourseifweallowthissituationtocontinue.Becausethereisnolongerenoughwatertocarryawaythesiltandmudinthelowerreachesoftheriverandtheriverbedriseshigherandhighereachyear.
Wehavetakentoomuchfromnature,butgivenbacktoolittleinreturn.Andthisisthecostoftheunbalancedgrowth.IfwehadtakencareofthevegetationintheupperandmiddlereachesoftheYellowRiver,wewouldstillexperiencetheriverasLiBaidescribedit.
Whilethedevelopedcountriesareconsumingproportionallymorenaturalresourcesthantherestoftheworld,they'vealsotakensomegoodmeasuresinprotectingnature.Andasadevelopingcountry,Chinacanlearnfromtheminthisaspect.
Lastyear,whenIwasvisitingAustraliawithagroupofChinesestudentswhohadwonprizesinanEnglishSkillsTest,ourAustralianhostsinvitedustojointhemforahorse-rideinthemountains.Aftertwohoursonhorseback,wereachedavalley,wheretherewasamostbeautifulmeadow,withflowersinallcolorsdottedonahugeblanketofgreen.WhenIbegantopraisethebeautyofnature,myfriendstoldmethatinthisvalley,thereusedtobeabigmineandthewastewaterfromthemineturnedeverythingbrown.Whentheminewasabandoned,peoplemadegreateffortstorestorethegreenvegetation.Theyalsousedthelatestbiologicaltechnologychoosingthebestgrassseedssuitableforthelocalsoil.Sothebeautifulmeadowisaresultofcommitment,hardwork,andnewtechnology.
WhathappenedtothisvalleyinAustraliashouldalsohappentoourYellowRiverand,infact,itishappening.IhaveseenfarmersplantingtreesonmountainsalongtheYellowRiver.Ihaveseenthemclimbthemountaintopswithseedlingsontheirshouldersbecausetheyhadnomachinery.Ihaveseenthempourontreesthewatertheyhadcarriedupinbucketsfrommilesdownthevalley.ThesefarmersarequietlynourishingourYellowRiver,justastheriverhasnourishedthem.
