Second,thisison-the-record,thissession. AndI'mBobBlackwill,theHenryKissingerseniorfellowatthecouncil. Andasyouknow,we'reherethiseveningtodiscussthereportthatifourlogisticsworked,youfoundonyourchairsareportontheU.S.-Indiarelationshipwritlarge--justafewwordsaboutthat. Andwehopeyou'lllookatitcarefullywhenyouhavetime.

WeestablishedthispartnershipwithAspenInstituteIndiainthelatespringandbeganthisreportwiththe17people,someofthefiveorsixofthe17uphere,inMay,andfinisheditattheendofAugust. Itwasquiteintense. WemetinNewDelhiinMaytodiscussit,itsbroadparameters. Andthenwewentthrough,bymycount,fiveiterationsofthetextinwhicheverybodywaschiminginwiththewaytheysawtheissuesthatareaddressedinthereport. Andwe'regoingtogetintothesubstanceofthatinthecourseofthisevening.

IwouldliketosayonbehalfoftheCouncilonForeignRelationswhatadelightithasbeentoworkwithAspenIndiaandmyolddearfriendTarunDas. Wereallyhaveestablished,throughthisgroup,avery,veryclosecomradeshipbothbetweenus,theCouncilonForeignRelationsandAspenIndia,butalsoamongthe17participantsinthisendeavor. AndI'mdelightedtoletyouknowthatit'sbeensuchasuccessthatwe'regoingtocontinuethiscollaborationinanorganizationalsenseoverthelongterm.

Wehadakick-offinNewYorkattheendoflastweek. WehadagaladinnerwithHenryKissingerasourkeynoterlastThursdaynight. AndthereportisalsoontheCFRwebsiteifyouwishtogetitinthatwayratherthanthehardcopythatyouhaveinfrontofyou.

Sowiththosebriefopeningremarks,letmeaskTaruntogivetheAspenIndiaperspectiveonthereportandontheendeavor.

Forus,fromAspenIndia,it'sbeenagreatexperienceworkingwiththeCFRandtheoutstandingteamontheU.S.side. IneedtopaytributetoonememberoftheIndianteamwhoishere,AmbassadorShankarBajpai,thatthoughNareshChandrawastheleaderofourteam,therealdriverandthepersonwhohiteverybodyonthehead,ontheIndianside,wasAmbassadorShankarBajpai. Andhe'sgoodatthat;he'sparticularlygoodathittingeverybodyontheheadandgettingworkdone. Andweareallterrifiedofhim. （Laughter.）

AmbassadorBlackwillanddearfriends,thankyousomuchforinvitingmetothelaunchofyourreport,thereportofthestudygroupthatyou,AmbassadorBlackwillandAmbassadorNareshChandra,haveco-chaired. Iknowthisreportisadistillationofthewisdom,theknowledgeandtheexperienceofaverydistinguishedgroupofstrategicthinkersinbothourcountrieswhohavemadeaninvaluablecontributiontothetransformationoftheIndia-U.S.strategicpartnership. Anditisthereforeanhonorandaprivilegeformetospeakbeforesuchadistinguishedgathering.

Iknowthatyouarewell-awarethattheIndia-U.S.bilateralengagementhaswitnessedaremarkableevolution,aremarkabletransformationinrecentyears. Andithas,indeed,maturedintoastrategicpartnershipofglobaldimensions. Andthisisafactthatyouacknowledgeinyourreportalso.

Thisisamultifacetedstrategicpartnershipbasedonourconvergingstrategicandeconomicinterestsonanumberofissues,vibranttiesbetweenourpeoples,ourbusinessesandofcourseoursharedvaluesastwooftheworld'slargestdemocracies.

Thisreport,whichI'veglancedthrough,identifiesseveralsuchconvergingstrategic,geopoliticalandeconomicinterests,includingourcommondesiretopromotepeaceandsecurityinAsia,combattingthethreatposedbyterrorism,preventingtheproliferationofweaponsofmassdestruction,issuesrelatingtoclimatechangeandthelinkedissueofenergysecuritywhichisvitalforIndia'sdevelopment,andoursharedinterestinmaintainingstabilityintheglobaleconomy.

It'snotmyintentiontocommentonthepolicyprescriptionsthatthereportadvocatesonvariousissues,butI'dliketosharewithyoubrieflytheadvancesthatwehavemadeinpromotingcooperationonsomeofthestrategicissuesmentionedinyourreport. Forinstance,wehaveintensifiedourdialogueandourconsultationsonthestrategicsituationinourneighborhood. Givenoursharedinterestinastable,ademocratic,prosperousandindependentAfghanistan,wehaveagreedtohaveregularconsultation,cooperationandcoordinationtoachievethatobjective.

Wearealsolooking,IndiaandtheUnitedStates,atjointprojectsinAfghanistaninareassuchascapacitybuilding,agricultureandwomen'sempowerment,inadditiontoourindependentandindividualassistanceprogramsthatarealreadyunderway.

Bothourcountries,IndiaandtheUnitedStates,haveasharedinterestinensuringthattherapidchangesintheAsia-Pacificregionpromoteoverallpeace,securityandprosperity. WehavethereforestrengthenedourstrategicconsultationsondevelopmentsintheAsia-Pacific. WewillsoonhaveourfirsttrilateraldialoguebetweenIndia,theUnitedStatesandJapan.

WeinIndiahavealwaysadvocatedanopenandinclusivesecurityarchitecture,regionalsecurityarchitectureandeconomiccooperationframeworkforAsia-Pacific. Inthiscontext,wehavewelcomedtheinclusionoftheUnitedStatesintheEastAsiasummitprocess. Wehavelaunchednewdialogues,bothourcountries,toexchangeviewsandperspectivesondevelopmentsinCentralAsiaandinWestAsia.

Terrorismremainsacommonchallengetoourpeaceandsecurity. Tomeetthischallenge,wehaveintensifiedourcounterterrorismcooperation,includingthroughintelligencesharing,informationexchange,operationalcooperationandcapacitybuilding. ThelaunchingoftheHomelandSecurityDialogueearlierthisyearprovidesanoverarchingframeworktofurtherdeepensuchcooperation.

Additionally,we'vetakenmeasurestostrengthenourpartnershipincleanenergy,includingsolarenergy,advancedbiofuels,shalegasandsmartgrids. Thisleadsmetothequestionof:

 Howdoweensurethesecurityofourenergysupplies?

 Bothourcountrieshaveasharedinterestinpromotingmaritimesecuritycooperationtoensureunimpededcommerce,freedomofnavigationandensuringsafetyandsecurityofsealanesofcommunications. Indiahasdemonstrateditswillingnessanditscapabilitytoworkwithotherinternationalpartners,includingtheUnitedStates,asanetproviderofsecurity.

Ourcommercialandeconomictieshavealsogrownsteadilyinamutuallybeneficialmanner,creatingjobsandprosperityinbothourcountries. Clearly,we'vemadegoodprogress,butwearedeterminedtodobetter. Andinthiscontext,Ifeelthatthisreport,whichfocusesonimportantgeopoliticalandgeo-economicissuesthatbothourcountriesfacetodayandlaysoutapracticalagendatopromoteoursharedinterests,isverytimelyandmakesavaluablecontributiontothewiderdiscoursethatisongoinginbothourcountriesonhowtofurtherdeepenandstrengthenourstrategicpartnership. Itwould,Iamsure,behelpfultopolicymakersinbothourgovernments.

I'dalsoliketomakeafewadditionalpointswhichIbelieveareimportanttoensurethehealthydevelopmentofourrelations. Itisevidentthatwehaveconverginginterests,butitislikelyandnaturalthatinsomeinstanceswewouldhaveadifferenceofviewsinourapproachestoachievethoseinterests. Thereisatenden
