Abstract:

inarelativelyshortperiodoftime,inthesituationofthedomesticTibetaninformationtechnologyalmostblank,UniversityofTibethasmadeaseriesofgroundbreakingachievementsinunityandcooperationandarduouspioneeringwork."InformationtechnologyTibetancodecharacterset（basicset）"standardprojectthroughtheinternationalorganizationforstandardizationexamination,makeTibetanbecomeourcountryminoritylanguageinthefirsttoobtaininternationalstandardsofthetext.WithEuropeanBeadsasthecoreoftheprofessorinnovationteamtakethecorrectconceptandprinciple,recognizethedifficulties,targeted,throughsysteminnovationandteambuilding,independentcontinuoussupportindecision-making,innovation,astrongimpetustotheTibetaninformationtechnology.InthefieldofTibetaninformation,wealsoseethegenerallawofinnovationteamsuccess.

Tibetaninformationisamajorevent,whetheritisfromculture,education,politics,societyoreconomyandtechnology.UniversityofTibetinarelativelyshortperiodoftime,inthedomesticTibetaninformationtechnologyisalmostempty,unityandcooperation,andarduouspioneering,andachievedaseriesofgroundbreakingresults."InformationtechnologyTibetancodecharacterset（tombCollection）"standardprojectin1997throughtheinternationalorganizationforstandardizationexamination,makeTibetanbecomeourcountryminoritytextinthefirstaccesstointernationalstandardsofthetext.Afterthesuccessfulcompletionofthe"informationtechnologyofTibetancharactersetencodingsetextensionA","informationtechnologyofTibetancharactersetencodingsetextensionB","informationtechnologyofTibetanencodingcharacterset（basicsetandextendedsetofA24X48）,"informationtechnology"dotmatrixfontcharactersetencodingkeyboardlettersofTibetanareadataareaoftheDepartment"bureauofdevelopmentsoftwaretobethefoundationofstandardproject,fourhasbecomethenationalstandard,R&Dprojectswonthetwonationalscienceandtechnologyprogressaward.UniversityofTibetandTibetautonomousregionTibetanLanguageWorkCommitteeOfficesoftware,ChineseInstituteofdesignanddevelopmentofthejointactionplan"projectoftheWesternTibetaninformationprocessingsystem"LinuxinBeijinginJuly2005bytheexpertgroupbasedon.Atpresent,ithasbeenwidelyusedineducation,scientificresearch,publicsecurityandothersystemsinthewholeregion.TibetpublicsecurityhouseholdregistrationmanagementsystemandthesecondgenerationIDcardsystem,theTibetansoftwaredevelopedbyUniversityofTibet,theendoftheTibetidentitycardwithhandwrittenTibetanhistory;UniversityofTibetresearchanddevelopmentofhandhelddevices（TibetTibetanareaspecialHYTmobilephoneandmobilephonemanufacturers）,hasbeenwelcomedbythemasses,hasbecomethefocusofcomputerscience;thesubjectoftheautonomousregion,TibetaninformationtechnologylaboratoryasKeyLaboratoryoftheautonomousregion:

theseachievementshavelaidasolidfoundationforTibetaninformationbusiness,furtherworkisbeingcarriedoutvigorously.Amongthem,UniversityofTibet,Professorofengineering,ProfessorZhuOuastheleaderofthediscipline,playedanimportantroleintheinnovationteam.Throughthepracticeofthisinnovativeteam,thiscaserevealsthecharacteristicsofinnovativeworkintheinformatizationoflanguageandliterature.

First,standarddevelopment:

Inrecentyears,theimportanceofstandardshasattractedmoreandmoreattention,butindifferentfields,theroleofstandardsisdifferent,itisveryimportanttonotethat.Inthelanguageofinformationwork,firstdeterminethestandardbeforedevelopmentisthekeytosuccess,istheTibetanAlphabet,andEnglish,Tibetanlanguageistwo-dimensionalinwriting,fromlefttoright,fromthetopdownandspelldisplay.SeveralmajorTibetanapplicationresearchanddevelopmentsystemshavebeendevelopedinChina,andlargescalecharactersetcodingisusedinTibetanlanguageapplications.However,duetothelackofunifiedplanning,implementationofthestandardTibetancharactercodeislackofunified,resultingina"lackofcoordination,statusquoofgarbleddispute".Thisconfusionofcodingleadstodatathatcannotbetransmittedandcommunicated,andresultscannotbeshared.Therefore,inordertospeedupthedevelopmentofTibetaninformation,theremustbeaunifiedTibetancodestandardinchina.Thefirststandardafterdevelopmentismodaobuwukanchaigong,istwice.

Recognizedifficultiesandhaveaclearaim

Tibetaninformatizationfacesmanydifficulties,suchastechnical,socialandotheraspects.Intermsoftechnology,theparticularityofTibetanstructurerestrictsthedevelopmentofTibetansoftware.TheTibetanlanguageisalphabeticwriting,isatwo-dimensionaltext,therefore,theprocessingmethodofdifferentprocessingmethodsontheLatintextandChinesecharacters,Tibetanlanguageismorecomplex,whichbroughtgreatdifficultiestothesoftwaredevelopmentofTibetanlanguageversion.ThecurrentdomesticusedTibetansoftware,almostinvariablydonotsupporttheinternationalstandardofTibetanencodingencodingcharactersettheinternationalstandard（basicset）,itcreatedabigobstacletothedevelopmentoftheTibetanlanguageversionofthesoftware.Atpresent,theTibetaninformationprocessingtechnologyisstilllimitedtotheconstructionofthebasicplatform.ThereisalsoastudyofTibetaninformationprocessing,lackofR&Dpersonnel,lackofresearchfundingnecessary;thelackofstandardsofinformationtechnologyexperts,expertsandexpertsofTibetanhighleveltalents;themarketspaceissmall,theprofitsofsmallproducts,

Theinformatizationoflanguageandliteratureisasystematicproject.Itcannotonlyconsidertechnologicalinnovation,butalsoshouldtakeaccountofinstitutionalinnovation.UniversityofTibetinnovationteamandtoestablishatechnicalinnovationsystemwhilealsoactivelyfromthepolicy,financial,legalandmarketaspectstoguide,supportandprotection,adoptedaseriesofmeasurestostrengthentheprotectionofintellectualpropertyrights.Firstofall,thescientificresearchinnovationteamtoapplyforpatents,scientificandtechnologicalachievements,propertyidentificationandothermeanstogiveeffectivelegalprotection;secondly,accordingtotheparticularityofthecontentsinvolvedintheprocessofinformatizationofZang,innovationteamtoformulatecorrespondingrulesandregulationsforstaffsecurityconstraintsforspecialinformationmasteryandthescopeofuse,inordertoensurethatthespecialinformationcanplayitsdueroleinthesafetyoftheenvironment;inaddition,theinnovationteamhasalsodevelopedaclearworkschedule,tomaximizethescientificresearchresultsintopracticalapplicationtechnologyanddoagoodjobofwork,thesemeasurescaneffectivelymobilizetheenthusiasmofteammembersandcreativity,improveworkefficiency,butalsoenhancethecompetitivenessinthefieldofTibetaninformationtechnologyinUniversityofTibet.

Theconstructionandfunctionofinnovativeteam
