TheNationalDevelopmentandReformCommissionhasbeenentrustedbytheStateCounciltoreportontheimplementationofthe2009planfornationaleconomicandsocialdevelopmentandonthe2010draftplanfornationaleconomicandsocialdevelopmentforyourdeliberationandapprovalattheThirdSessionoftheEleventhNationalPeople'sCongress（NPC）,andalsoforcommentsandsuggestionsfromthemembersoftheNationalCommitteeoftheChinesePeople'sPoliticalConsultativeConference（CPPCC）.

I.Implementationofthe2009PlanforNationalEconomicandSocialDevelopment

Lastyearwasthemostdifficultyearforourcountry'seconomicdevelopmentsincethebeginningofthenewcentury.Facedwithgrimandcomplexeconomicsituationsathomeandabroad,thepeopleofallourethnicgroups,undertheleadershipoftheCommunistPartyofChina（CPC）,thoroughlyimplementedtheScientificOutlookonDevelopment.BasedonthenationaleconomicandsocialdevelopmentplanadoptedattheSecondSessionoftheEleventhNPC,wetookmaintainingsteadyandrapideconomicdevelopmentastheprimarytaskinoureconomicwork,followedaproactivefiscalpolicyandamoderatelyeasymonetarypolicy,fullyimplementedandmadeconstantadditionsandimprovementstothepackageplanforrespondingtotheglobalfinancialcrisis,andstoppedthesignificantdeclineineconomicgrowthrate.Asaresult,ourcountrywasoneofthefirstintheworldtoachieveoveralleconomicturnaround.Wealsoachievedsignificantresultsinourworktosustaineconomicgrowth,adjusttheeconomicstructure,promotereforms,andimprovepeople'swell-being.Overall,theplanfor2009waswell-implemented.

1.Theexpansionofdomesticdemandeffectivelystimulatedeconomicgrowth.

Consumerspendingkeptrising.Weimplementedstrongandwide-reachingmeasurestoencourageconsumptionofhomeappliances,motorvehicles,energy-efficientproductsandhousing,optimizedthemarketconsumptionenvironment,andeffectivelyunleashedpeople'sconsumptionpotential,especiallyinruralareas.Retailsalesofconsumergoodstotaled12.5343trillionyuan,up15.5%fromthepreviousyear,1.5percentagepointshigherthanplanned,andanincreaseof16.9%inrealtermsafteradjustingforpricechanges.Atotalof13.645millionmotorvehiclesweresold,up46.2%;nearly90millionhomeappliancesweredeliveredbymanufacturerslistedinthenationalprogramtosubsidizeruralresidents'purchaseofhomeappliances,withtotalsalesfortheyearexceeding150billionyuan;thetotalfloorareaofcommodityhousingsoldthroughoutthecountrywas937.13millionsquaremeters,anincreaseof42.1%,whichinturnstimulatedtheconsumptionofbuildingmaterials,decorativematerials,furnitureandothercommodities.Marketpriceswerebasicallystable,withtheconsumerpriceindex（CPI）falling0.7%fortheyear,4.7percentagepointslowerthanplanned.

Investmentgrewrapidly.Totalinvestmentinfixedassetsacrossthecountryreached22.4846trillionyuan,up30.1%fromthepreviousyear,and10.1percentagepointshigherthanplanned.Fixed-assetinvestmentinurbanareaswas19.4139trillionyuan,up30.5%.Specifically,investmentinprimary,secondaryandtertiaryindustriesincreasedby49.9%,26.8%and33%respectively.Toimplementtheplanofinvestinganadditional4trillionyuanovertwoyears,wemadeatotalof924.3billionyuanofcentralgovernmentinvestmentin2009,503.8billionyuanmorethanthebudgetedfigureforthepreviousyear.Thisinvestmentwasdividedasfollows:

theconstructionoflow-incomehousing,projectstoimprovethelivesofruralresidents,ruralinfrastructureandsocialprogramsaccountedfor44%;independentinnovation,restructuring,energyconservation,emissionsreductionandecologicalimprovementaccountedfor16%;majorinfrastructureprojectsaccountedfor23%;post-disasterrecoveryandreconstructionworkaccountedfor14%;andotherpublicspendingaccountedfor3%.Expandedgovernmentinvestmentdirectlyboostedimmediatedemand,guidedandstimulatedinvestmentfromnon-governmentsources,andplayedacrucialroleinpromotingthestabilityandrecoveryoftheeconomy.Atthesametime,itshoredupweaklinksineconomicandsocialdevelopmentandstrengthenedthefoundationsforlong-termdevelopment.

Theeconomicgrowthrateincreasedeachquarter.Itroseby6.2%,7.9%,9.1%and10.7%respectivelycomparedwiththepreviousyear'squarters.GDPfortheyearwas33.5353trillionyuan,anincreaseof8.7%overthepreviousyearand0.7percentagepointshigherthanplanned.Ofthistotal,thevalue-addedofprimary,secondaryandtertiaryindustriesincreasedby4.2%,9.5%and8.9%respectively,and1.2,0.9and0.3percentagepointshigherthanplanned.Thecontributionsofconsumptionandinvestmenttoeconomicgrowthwere4.6and8percentagepointsrespectively,whichoffseta3.9-percentagepointshortfallarisingfromadeclineinnetexports.Governmentfinancesalsoplayedanimportantroleineconomicdevelopment.Nationalrevenuefortheentireyearhit6.85trillionyuan,up11.7%,3.7percentagepointshigherthanthebudgetedfigure,andthegovernmentdeficitwaskeptbelowthebudgetedamount;thebroadmoneysupply（M2）wasincreasedby27.7%,10.7percentagepointshigherthanplanned,andRMBloanstotaling9.594trillionyuanweregrantedin2009.Economicperformanceimprovedgradually.Theprofitsoflargeindustrialenterprisesstoppeddeclining,beganincreasingagainandreached2.59trillionyuanfortheperiodfromJanuarytoNovember.Comparedtothepreviousyear,profitsgrewin30of39largeindustries,andenterprisesoperatingatalossreducedtheirlossesby33.5%.

2.Theagriculturalfoundationwasfurtherconsolidated.

Agriculturemaintainedsteadydevelopment.Despitetheimpactofseriousnaturaldisasters,grainoutputroseforthesixthconsecutiveyearandtotaled530.82milliontonsin2009,up0.4%fromthepreviousyear,and30.82milliontonsmorethanplanned.Cottonproductionwas6.4milliontonsanddidnotmeetthetarget;oilseedandsugarcropoutputwas31milliontonsand122milliontonsrespectively,1milliontonsand2milliontonsmorethanplanned.Theanimalhusbandryandfisheryindustriesdevelopedinthemidstofstructuraladjustments.Thedownwardtrendofdairycowfarmingwasreversed.Meatproductiontotaled76.42milliontons,up5%,and2.42milliontonsmorethanplanned,andtheoutputofaquaticproductsreached51.2milliontons,up4.6%,and2.2milliontonsmorethanplanned.

Wecontinuedtoimprovepoliciesthatstrengthenagricultureandbenefitfarmers.WeissuedtheGuidelinesonPromotingSteadyAgriculturalDevelopmentandRaisingRuralIncomesintheCurrentSituation.Wesignificantlyraisedminimumgrainpurchaseprices,andtheaveragefloorpricesforwheatandriceincreasedby0.22yuanand0.26yuanperkilogramrespectively.Weimplementedanationalpolicyfortemporarilypurchasingandstockpilingcorn,soybeansandcanolaseeds,andincreasedourreservesofcottonandsugar.Theamountsofcorn,soybeans,canolaseeds,cottonandsugarwestockpiledin2009reached35.891milliontons,6.863milliontons,5.569milliontons,2.72milliontons,and360,000tonsrespectively.Weformulatedandpromptlylaunchedacontingencyplanforpreventingaprecipitousdropinthepriceofhogs,andsuccessfullyimplementedtheoutlineforrectifyingandreinvigoratingthedairyindustry.Weappliedvariousmethodstostrengthenregulationofthemarketsforimportantagriculturalproducts,andthussolvedfarmers'difficultyinsellingtheirproductsandkeptpricesstableformajoragriculturalproductsandagriculturalsupplies.

Investmentinagriculture,ruralareasandfarmersincreaseddramatically.Centralgovernmentspendingonagriculture,ruralareasandfarmerswas725.31billionyuanforthewholeyear,ayear-on-yearincreaseof21.8%.Thisincluded189billionyuanofinvestmentincapitalconstruction,anincreaseof150%,and127.45billionyuanforthefourkindsofsubsidiestofarmers,anincreaseof24.41billionyuan.Theoutstandingbalanceofbankloanstoagriculture,ruralareasandfarmersexceeded9trillionyuanattheendof2009,up34.8%.WebeganimplementationofthePlanforIncreasingNationalGrainProductionCapacityby50BillionKilograms（2009-2020）.Weintensifiedworktoupgradewater-savingdevicesinlargeirrigatedareas,renovatelargepumpingstations,reinforcedilapidatedreservoirs,anddevelopproductionbasesandstorageanddistributionfacilitiesforimportantagriculturalproducts,includinggrain,cotton,edibleoilandsugar.Weincreasedoursupportfortheprojecttocultivatesuperiorvarietiesandbreeds;thelarge-scale,standardizedhoganddairycowfarming;thecropprotectionproject;theanimalepidemicpreventionsystem;thesystemforqualityinspectionandtestingofagriculturalproducts;andtheprojecttoimprovegrainyieldthroughscienceandtechnology.

Workingandliving
