3.Thesoleresponsibilityforacceptanceorrejectionofamanuscriptrestswiththeeditor.Responsibleandprudentexerciseofthisdutynormallyrequiresthattheeditorseekadvicefromreviewers,chosenfortheirexpertiseandgoodjudgment,astothequalityandreliabilityofmanuscriptssubmittedforpublication.However,manuscriptsmayberejectedwithoutexternalreviewifconsideredbytheeditorstobeinappropriateforthejournal.Suchrejectionsmaybebasedonthefailureofthemanuscripttofitthescopeofthejournal,tobeofcurrentorsufficientlybroadinterest,toprovideadequatedepthofcontent,tobewritteninacceptableEnglish,orotherreasons.

Ifadecisionhasbeenmadetorejectamanuscriptforethicalviolations,theeditorandmembersoftheeditor’sstaffmaydisclosethemanuscripttitleandauthors'namestootherACSjournaleditors.
