本施组的编制范围是:

施工管理的指导思想是:

“安全保工期,优质创信誉,管理出效益,全面争第一”。

反映在实施过程中的实质工作表现是:

突出一个“快”字,快调遣、快进场、快开工;狠抓一个“实”字,人员、机械落实,施工组织落实,各项管理务实;立足一个“先”字,开工及进度率先,安全生产工程质量争先。

质量管理按ISO9002质量保证模式进行,以“高起点、严要求、创全优”作为在本工程中实现“追求卓越管理,创优质工程;提供诚信服务,保用户满意”这一质量方针及标书中所制定的质量目标的指导思想,全面实施投标书所制定的质量保证措施,对质量责任实行终身负责制。

安全管理实行项目经理、工程队长、生产班组三级责任制,重点确保班组安全,最终实现标书所制定的安全目标。

本施工组织设计建议书按上述总体思路作为编制的指导思想对工程实施做纲要性叙述。

1、施工组织设计

1.1编制依据原则及范围

1.1.1编制依据

1)太原市五龙口街道路改造工程施工招标文件(二标段)、施工图设计第Ⅱ标段(K2+220~K4+125)第一册道路工程和第二册排水工程以及现场考察。

2)太原市五龙口街道路改造工程答疑文件。

3)本公司的人员、机械设备、技术力量等情况。

4)现行的施工规范、技术规程、质量验收标准和有关法律法规。

5)国家、地方政府有关安全、环境保护、水土保持的法律、规程、规则、条例。

1.1.2编制原则

1)严格执行施工验收规范、操作规程,严格管理、科学组织,保证每一分项工程质量验收合格。

2)加强生产管理,提高机械化施工水平和劳动生产率。

3)合理安排施工计划,用统筹方法组织平衡流水作业和立体交叉作业,不断加快工程进度。

4)落实季节性施工措施,确保全年在有效工作日内连续均衡施工。

5)因地制宜,尽量利用当地资源,减少物资运输量,节约能源。

6)精心进行现场布置,组织文明施工,搞好环境保护。

7)认真进行技术经济比较,选择最优方案,使企业取得最好的经济效益。

8)推行项目法施工,提高施工生产水平,一切从实际出发,做好人力、物力的综合平衡,组织均衡生产。

1.2工程概况

1.2.1工程简介

五龙口街(建设北路—淖马村东)道路改造工程设计起点为建设北路与五龙口街交叉委会为现有道路改造工程,从淖马村村委会往东为新建设道路。

建设北路~双塔北路段横断面维持现状断面。

断面具体布置为:

中间21米宽机非混行车道,两侧各4.5米宽路侧带(包括行道树及人行道)。

双塔北路~淖马村东段横断面布置为:

中间21米机动车道,两侧各4.5米宽路侧带(包括行道树及人行道)。

非机动车允许在人行道上推行。

第二标段起点K2+220,终点K4+125。

全长1905米。

城市Ⅰ级次干路

设计车速:

40公里小时

路面类型:

沥青混凝土路面

1.2.3工程地质概述

本工程地处太原市区东部,东高西低,高差较大,全路段高差约150cm左右。

在太行路以西地段从大的地貌上看属于黄土中台塬,在太行路以东地段从大的地貌上看属于小起伏黄土覆盖中山。

工程地质分区属于太原盆地次稳定工程地质亚区。

本场地抗震设防烈度为8度,设计基本地震加速度为0.20g,设计地震分组为第一组。

场地的场地类别为Ⅱ类,场地土类型为Ⅲ类。

太原市区标准冻土深度为80cm。

场地K0+300~K0+520段处于非自重湿陷性场地,地基的施陷等级为Ⅰ级(轻微);场地K0+520~K1+100段处于自重湿陷性场地,地基的施陷等级为Ⅱ级(中等);场地K1+100~K2+900段处于自重湿陷性场地,地基的施陷等级为Ⅲ级(严重)。

整个道排场地的湿陷性在平面上有西向东有增大的趋势,在垂直方向上由上至下有减小的趋势。

及其他相关程序规范

1)施工场地交通情况

本工程位于山西省太原市,交通运输较为方便。

2)场地周围过往车辆的安全

主动与交通管理部门联系取得协助,采取安置交通警示标志,专人指挥疏导来予与保证。

3)现场工序交叉作业的安全

由于工期紧,许多工作必然有交叉作业,由此在配合过程中要加强安全管理工作,设置垂直、水平安全防护体系来予与保证。

4)现场保安

我公司将配备足够的保安,以保护本工程财务和员工、公众的安全。

5)市政设施

实施本工程所需的公路开挖,交通改道所引起的人行道、照明、标志及围栏的布置必须向业主提交建议,在未取得业主批准前,不能动工。

6)公共财产的保护

我公司将维修及保护有关公共财产、道路、市政设施,并承担自己造成的损坏所需修复的费用。

开工前,仔细检查并记录邻近建筑物的结构及装饰情况。

7)现有树木的保护

我公司将对不受工程影响的树木加以保护,工地范围内的树木未经绿化部门和业主允许,不准砍伐。

8)现有公共设施的保护

我公司将保护所有通过工地的现有市政设施,如电力、电话、给水、煤气及排水系统等。

9)施工开挖对附近设施的保护

在现有建筑物、道路及其他结构物附近挖土时,提供必要的挡板、支撑提防下陷或其他损坏。

10)尘埃和噪音的控制

我公司将努力减少尘埃和噪音对市民的骚扰,经常洒水以减少尘埃,机械设备尽可能配消声器,并装配削减对广播及电视干扰的设备。

1.4设备、人员动员周期和设备、人员、材料运到施工现场的方法

1.4.1动员周期

在投标期间,我公司对本工程所需的设备和人员进行了初步动员,并基本落实。

一旦中标,将立即组织必要的人员和设备进场,进行开工前的各项施工准备工作。

随后按照施工组织设计中计划进场日期,分批组织设备、人员陆续进场,在各项工程开工前一周内实施到位。

1.4.2设备、人员、材料运到施工现场的方法

经过现场调查,结合我单位的实际情况,凡施工运输设备一律通过公路交通网直接从动员地行驶至营地待命施工,其它一些小型设备及生产、生活材料将通过参建运输车辆直接运至工地。

大宗地材通过当地运输设备运输到工地。

参建人员自动员之日起按要求陆续就近乘坐公路客车在动员期内抵达现场。

1.5施工准备及临时工程

如中标,在收到业主中标通知书后,我公司将立即组织先遣人员进入施工现场,迅速进行施工测量并完成场内临时设施的搭建,保证施工机具按期顺利进入现场。

迅速完成参建施工队伍的组织动员,确保重点工程及开工项目施工所需人员、设备和物资的集中、进场。

在施工准备期间,我公司将派专人积极主动与业主和设计单位取得联系,尽早完成交接桩、施工复测和图纸审核工作。

进场2日内完成实施性施工组织设计的编制工作,并报监理工程师批准,全部准备工作就绪,满足本合同段开
