　　摘要

　　目前，中国的人口老龄化程度不断加深，对、经济、文化的发展以及和谐社会的建设产生重大的影响。

随着经济的发展和时代的进步，中国的养老服务逐渐从家庭养老走向社会养老，从事业性福利养老转化为产业化市场养老，养老服务产业已被公认为朝阳产业。

十八大以来，党和政府表现出直面养老服务困局、支持养老服务产业发展的态度和立场。

从2013年至2015年短短两年间和各部委共发布至少40条引导和支持养老服务产业发展的政策。

如何发展养老服务产业，使其既能够为老年人提供更优质的养老服务、满足不断变化的养老需求，又能够在促进产业发展过程中取得良好的经济效益和社会效益，不仅是有待深入研究的理论问题更是急需解决的现实问题。

因此，加快发展养老服务产业对解决中国的养老问题和促进经济社会的发展显得尤为重要。

本文立足于马克思主义经典作家和历代关于养老问题的思想，并结合中国养老服务产业发展的实际情况，阐述了发展养老服务产业的必要性，总结了养老服务产业发展概况及存在的主要问题，分析了养老服务产业发展缓慢的原因，最后提出了具有针对性的对策建议。

　　本文主要从四个方面进行了研究分析：

　　第一章是绪论。

这部分主要介绍了选题背景及意义、研究现状、研究方法、论文创新与不足。

　　第二章是中国养老服务产业发展的理论基础。

论述了养老服务的内涵及服务层次划分和养老服务产业的概念及属性，以马克思主义经典作家和对养老问题的思想作为依据，阐述养老服务产业发展的必要性，客观上为发展养老服务产业从而满足老年人不断变化的养老需求提供理论基础。

　　第三章是中国养老服务产业发展的现状。

总结养老服务产业发展的相关政策演进，并结合现实国情，提出发展养老服务产业是应对老龄化危机和促进经济社会健康发展的现实选择。

概括了养老服务产业发展进程中取得的进展，从供需矛盾、产业环境、老龄消费能力和专业化角度分析了养老服务产业发展过程中存在的主要问题，并对原因进行解析，主要由于政策法律不健全、投资主体缺乏投资积极性、老龄消费需求不足及缺乏规范化的专业人才培训机制。

　　第四章是中国养老服务产业发展的对策建议。

基于对养老服务产业制约因素的分析，阐述了产业发展原则和发展目标，有针对性地提出了促进养老服务产业发展的路径：

制定促进养老服务产业健康发展的政策、建立多元化投资机制、健全养老服务人才培训体系、构建老年消费市场体系。

　　Abstract

　　Atpresent,theagingdegreeofChinaspopulationisdeepening,whichhasagreatimpactonthedevelopmentofpolitics,economy,cultureandtheconstructionofharmonioussociety.Withthedevelopmentofeconomyandtheprogressofera,theservicefortheagedinChinagraduallyfromthefamilysupporttosocialpension,frompublicpensionbenefitstotheconversionfortheindustrialmarketpension,theagedserviceindustryhasbeenrecognizedasasunriseindustry.Sincethe18thNationalCongressoftheCPC,Thepartyandthegovernmentismoreprominentinthefacetotheplightofthepensionservices,supportforthedevelopmentofpensionservicesindustryattitudesandpositions.Injusttwoyearsfrom2013to2015,theStateCouncilandtheministriesissuedatleast40policiesintotaltoguideandsupportthedevelopmentoftheagedserviceindustry.Howtodeveloptheagedserviceindustry,sothatitcannotonlyprovidebetterqualityofcareservicesfortheelderlyandmeetthechangingneedsofthepension,butalsoachievegoodeconomicandsocialbenefitsinthepromotionofindustrialdevelopment,whichisnotonlyatheoreticalproblemtobefurtherstudied,butalsoapracticalproblemtobesolvedurgently.Therefore,itisveryimportanttoacceleratethedevelopmentofelderlyserviceindustrytosolvetheproblemofpensioninChinaandpromotethedevelopmentofeconomicsociety.BasedonthethoughtaboutpensionissuesoftheMarxistclassicalwritersandleadersoftheCommunistPartyofChinaandcombinedwiththeactualsituationofChinasagedserviceindustry,thearticleexpoundsthenecessityofthedevelopmentoftheagedserviceindustry,summarizesthestatusandthemainexistingproblemofindustrialdevelopment,analyzesthecauseoftheagedserviceindustryslowdevelopment,finallyputsforwardthetargetedcountermeasuresandSuggestions.Thispaperconsistsoffourchapters.

　　ThesecondchapteristhetheoreticalbasisofChineseagedserviceindustry.Thispaperdiscussedtheconnotationandtheservicelevelclassificationofthepensionserviceandtheconceptandattributeoftheagedserviceindustry;elaboratedthenecessityofthedevelopmentoftheagedserviceindustrybasedonthethoughtaboutpensionissuesoftheMarxistclassicalwritersandleadersoftheCommunistPartyofChina.Itprovidesatheoreticalbasisforthedevelopmentoftheagedserviceindustryinordertomeetthechangingneedsoftheelderly.

theimperfectionoflawsandpolicies,investmentsubjectlackofenthusiasmforinvestment,theagingconsumerdemandshortageandlackofstandardizationofprofessionalpersonneltrainingmechanism.

　　TheforthchapterissuggestionsfortheagedserviceindustrydevelopmentinChina.Basedontheanalysisofconstraintsoftheagedserviceindustry,thispaperexpoundstheprincipleandgoalsofindustrialdevelopment,putsforwardthepathtopromotetheagedserviceindustrydevelopment:

establishthehealthydevelopmentofindustrialpolicy,establishadiversifiedinvestmentmechanism,soundcareservicepersonneltrainingsystem,buildconsumingmarketoftheoldsystem.
