Inthecompetitivemodel----theeconomyofmanysellerseachwithasmallshareofthetotalmarket----therestraintontheprivateexerciseofeconomicpowerwasprovidedbyotherfirmsonthesamesideofthemarket.Itwastheeagernessofcompetitorstosell,notthecomplaintsofbuyers,thatsavedthelatterfromspoliation.Itwasassumed,nodoubtaccurately,thatthenineteenth-centurytextilemanufacturerwhooverchargedforhisproductwouldpromptlylosehismarkettoanothermanufacturerwhodidnot.Ifallmanufacturersfoundthemselvesinapositionwheretheycouldexploitastrongdemand,andmarkuptheirpricesaccordingly,therewouldsoonbeaninflowofnewcompetitors.Theresultingincreaseinsupplywouldbringpricesandprofitsbacktonormal.

Theyalsocametolooktocompetitionexclusivelyandinformal;theorystilldo.Thenotionthattheremightbeanotherregulatorymechanismintheeconomyhadbeenalmostcompletelyexcludedfromeconomicthought.Thus,withthewidespreaddisappearanceofcompetitioninitsclassicalfromanditsreplacementbythesmallgroupoffirmsifnotinovert,atleastinconventionalortacit,collusion,itwaseasytosupposethatsincecompetitionhaddisappeared,alleffectiverestraintonprivatepowerhaddisappeared.Indeed,thisconclusionwasallbutinevitableifnosearchwasmadeforotherrestraints,andsocompletewasthepreoccupationwithcompetitionthatnonewasmade.

Infact,newrestraintsonprivatepowerdidappeartoreplacecompetition.Theywerenurturedbythesameprocessofconcentrationwhichimpairedordestroyedcompetition.Buttheyappearednotonthesamesideofthemarketbutontheoppositeside,notwithcompetitorsbutwithcustomersorsuppliers.ItwillbeconvenienttohaveanameforthiscounterpartofcompetitionandIshallcallitcountervailingpower.
