MessrsHubbardandDugganhaveinmindablueprintforchange.Appropriatelyenoughforafieldwhereeverythingseemstohavebeentriedatleastoncebefore,theyturntohistory.TheypointoutthattheMarshallPlan,usedtofundpost-warreconstructioninEurope,operatedinpartbyprovidingresourcesthatwerelenttolocalbusinesses.Thesecompaniesthenrepaidtheirgovernmentsinlocalcurrency,whichcouldbeusedtofundinfrastructure,forinstance.Theauthors’solution,therefore,isasortofmodifiednewMarshallPlanforpoorcountries,withaidgoingdirectlytodeveloping-countrybusinesses;poorcountrieswouldcompetebycarryingoutmicroeconomicreformsthatmakeiteasytostartandbuildcompanies.
Thisisallsensiblestuff.Butastheauthorswellrecognise,thepoliticaleconomyofawell-entrenchedaidbusinesswillnotwelcomethesortofshake-uptheyhaveinmind.Norisitobviousthatwhatworkedinpost-warEurope,wheretheinstitutionsthatunderpinasuccessfulmarketeconomywereinplaceandhumancapitalwasnotlacking,willworkinAfrica.Thebook’saccountofhowcountriesmadeseeminglycounterproductivepolicychoicesissimplisticatbest.Itistruethatmanypoorcountriesembracedstateplanningaftertheybecameindependent.Buttoclaimthattheydidthispartlybecauseeconomistspreferredfocusingonwhatmakeseconomiesgrowratherthanpayingattentiontowhethereconomicactivityshouldbeorganisedthroughmarketsorbythestateismisleading.
Still,thebookarticulatesaconstructivesetofideasabouthowtoreformforeignaid.Itshouldinterestthosewhoareconvincedbytheconclusionsofthecriticsofaid,butremaindisappointedbythepovertyoftheirprescriptions.

美国与自由的痛苦》,特里斯特兰·里莱·史密斯著,天马出版社;
THEfinalclearnoteoftheLibertyBellsoundedinPhiladelphiaforthelasttimeontheoccasionofGeorgeWashington’sbirthdayinFebruary1846.Thatsameday,afteralmostacenturyofservice,itcrackedirreparably.ForTristramRiley-Smith,aBritishcivilservantpostedforseveralyearstoHerMajesty’sembassyinWashington,DC,andnowbackworkinginWhitehall,thesilencedbell,whichwascastinLondon’sWhitechapel,hasprovidednotonlythetitleofthisengagingandambitiousbookbutalsoametaphorforitscentralidea.
Earlyinitsprehistory,theauthorargues,AmericaimportedfromEnglandanidealoffreedomthatwastemperedbythemoralsensibilityoftheScottishEnlightenment.InthepressuredatmosphereofAmericaitself,however,thisidealwastobecomedistortedbyaradicalformofindividualism,whichisnowunderminingsocialcohesion.“Thereissomethingalmostpathological,”heconcludes,“aboutanationalnarrativethatisintoxicatedbythespiritoffreedomwhilefailingtopaysufficientattentiontoitsmeaning.”
Whatarethesupposed“afflictions”oflibertyinAmerica?
Afterlittlemorethan50pagesthereaderhasalreadylearnedthatAmericanshavemadeareligionoutofcommerce,areintellectuallyimpatientandconsumemorethantheyconserve.HurricaneKatrinaof2005was“engenderedbytheradiationofaconsumersociety”,andthesubsequentlootingofNewOrleansexposed“theangerandappetiteofanunderclassthatknewnoothervaluesthanthosepreachedintheTempleofTrade”.America’s“consumeristcreed”createsa“candyflossculture”dominatedbyinstantgratification,thefalloutfromwhichincludes“obesity,debt,povertyandpollution”.ThusThomasJefferson’smandatetopursuehappiness“fallslikekeroseneonthetorchofliberty”,warmingmanybut“scorchingandblinding”countlessothers.

”
InhisdarkestmomentsMrRiley-SmithperceivesAmericaas“HobbesvilleUSA”,alawlessplacewherelibertyhasdegeneratedintolicence,settingmanagainstmaninaHobbesiandystopia.AtothertimesheimaginesAmericaasHobbitoninJ.R.Tolkien’sfictionalshire,whosedenizensmaintainavoluntary,orderedsocietywherethesenseoffellowshipisstrongandwheregovernmentissmall.“Thereis”,headmits,“apieceofHobbitonmeshedintoallbutthemostdysfunctionalcommunitiesoftheUSA,notleastinthesuburbsthatharbourthebulkofthenation’spopulation.”Buthebelievesthatthefirstdecadeofthe21stcenturyhasseenthebalancetiptoofarinthedirectionofhyper-individualism.Nowthebalanceneedstobecorrected.Buthow?
Theanswer,insofarasthisbookhasone,isBarackObama,whosemixedbackgroundandeloquentwritingappeartohavepersuadedMrRiley-Smiththatthisparticularpresidenthasthe“opportunity,thecapacityandthevision”torecasttheLibertyBellandmakeroomforthecivicvaluessuchasequality,fairnessandjusticethatAmericahasneglectedasaresultofitsdisproportionateemphasisonpersonalfreedom.HowironicthatthebookshouldbepublishedjustwhenaquirkyelectioninMassachusettshasshownhowlittlepowereventhemostinspiringofpresidentshastorecastAmerica.Somemaysaythatthis,too,isoneofthe“afflictionsofliberty”.Butmaybeitisjustliberty.
