ourhesitationsandourfears;
Americaprevailedbecausewechosetomoveforwardasonenation,andonepeople.
Again,wearetested.Andagain,wemustanswerhistory'
scall.
Oneyearago,Itookofficeamidtwowars,aneconomyrockedbysevererecession,afinancialsystemonthevergeofcollapse,andagovernmentdeeplyindebt.Expertsfromacrossthepoliticalspectrumwarnedthatifwedidnotact,wemightfaceaseconddepression.Soweacted-immediatelyandaggressively.Andoneyearlater,theworstofthestormhaspassed.
Butthedevastationremains.OneintenAmericansstillcannotfindwork.Manybusinesseshaveshuttered.Homevalueshavedeclined.Smalltownsandruralcommunitieshavebeenhitespeciallyhard.Forthosewhohadalreadyknownpoverty,lifehasbecomethatmuchharder.
ThisrecessionhasalsocompoundedtheburdensthatAmerica'
sfamilieshavebeendealingwithfordecades-theburdenofworkingharderandlongerforless;
ofbeingunabletosaveenoughtoretireorhelpkidswithcollege.
SoIknowtheanxietiesthatareoutthererightnow.They'
renotnew.ThesestrugglesarethereasonIranforPresident.ThesestrugglesarewhatI'
vewitnessedforyearsinplaceslikeElkhart,IndianaandGalesburg,Illinois.IhearabouttheminthelettersthatIreadeachnight.Thetoughesttoreadarethosewrittenbychildren-askingwhytheyhavetomovefromtheirhome,orwhentheirmomordadwillbeabletogobacktowork.

FortheseAmericansandsomanyothers,changehasnotcomefastenough.Somearefrustrated;
someareangry.Theydon'
tunderstandwhyitseemslikebadbehavioronWallStreetisrewardedbuthardworkonMainStreetisn'

orwhyWashingtonhasbeenunableorunwillingtosolveanyofourproblems.Theyaretiredofthepartisanshipandtheshoutingandthepettiness.Theyknowwecan'
taffordit.Notnow.
Sowefacebiganddifficultchallenges.AndwhattheAmericanpeoplehope-whattheydeserve-isforallofus,DemocratsandRepublicans,toworkthroughourdifferences;
toovercomethenumbingweightofourpolitics.Forwhilethepeoplewhosentusherehavedifferentbackgrounds,differentstoriesanddifferentbeliefs,theanxietiestheyfacearethesame.Theaspirationstheyholdareshared.Ajobthatpaysthebills.Achancetogetahead.Mostofall,theabilitytogivetheirchildrenabetterlife.
Youknowwhatelsetheyshare?
Theyshareastubbornresilienceinthefaceofadversity.Afteroneofthemostdifficultyearsinourhistory,theyremainbusybuildingcarsandteachingkids;
startingbusinessesandgoingbacktoschool.They'
recoachinglittleleagueandhelpingtheirneighbors.Asonewomanwroteme,"
Wearestrainedbuthopeful,strugglingbutencouraged."
Itisbecauseofthisspirit-thisgreatdecencyandgreatstrength-thatIhaveneverbeenmorehopefulaboutAmerica'
sfuturethanIamtonight.Despiteourhardships,ourunionisstrong.Wedonotgiveup.Wedonotquit.Wedonotallowfearordivisiontobreakourspirit.Inthisnewdecade,it'
stimetheAmericanpeoplegetagovernmentthatmatchestheirdecency;
thatembodiestheirstrength
Andtonight,I'
dliketotalkabouthowtogether,wecandeliveronthatpromise.
Itbeginswithoureconomy.
Ourmosturgenttaskupontakingofficewastoshoreupthesamebanksthathelpedcausethiscrisis.Itwasnoteasytodo.Andifthere'
sonethingthathasunifiedDemocratsandRepublicans,it'
sthatweallhatedthebankbailout.Ihatedit.Youhatedit.Itwasaboutaspopularasarootcanal.
ButwhenIranforPresident,IpromisedIwouldn'
tjustdowhatwaspopular-Iwoulddowhatwasnecessary.Andifwehadallowedthemeltdownofthefinancialsystem,unemploymentmightbedoublewhatitistoday.Morebusinesseswouldcertainlyhaveclosed.Morehomeswouldhavesurelybeenlost.
SoIsupportedthelastadministration'
seffortstocreatethefinancialrescueprogram.Andwhenwetooktheprogramover,wemadeitmoretransparentandaccountable.Asaresult,themarketsarenowstabilized,andwehaverecoveredmostofthemoneywespentonthebanks.
Torecovertherest,Ihaveproposedafeeonthebiggestbanks.IknowWallStreetisn'
tkeenonthisidea,butifthesefirmscanaffordtohandoutbigbonusesagain,theycanaffordamodestfeetopaybackthetaxpayerswhorescuedthemintheirtimeofneed.
Aswestabilizedthefinancialsystem,wealsotookstepstogetoureconomygrowingagain,saveasmanyjobsaspossible,andhelpAmericanswhohadbecomeunemployed.
That'
swhyweextendedorincreasedunemploymentbenefitsformorethan18millionAmericans;
madehealthinsurance65%cheaperforfamilieswhogettheircoveragethroughCOBRA;
andpassed25differenttaxcuts.
Letmerepeat:
wecuttaxes.Wecuttaxesfor95%ofworkingfamilies.Wecuttaxesforsmallbusinesses.Wecuttaxesforfirst-timehomebuyers.Wecuttaxesforparentstryingtocarefortheirchildren.Wecuttaxesfor8millionAmericanspayingforcollege.Asaresult,millionsofAmericanshadmoretospendongas,andfood,andothernecessities,allofwhichhelpedbusinesseskeepmoreworkers.Andwehaven'
traisedincometaxesbyasingledimeonasingleperson.Notasingledime.
Becauseofthestepswetook,thereareabouttwomillionAmericansworkingrightnowwhowouldotherwisebeunemployed.200,000workinconstructionandcleanenergy.300,000areteachersandothereducationworkers.Tensofthousandsarecops,firefighters,correctionalofficers,andfirstresponders.Andweareontracktoaddanotheroneandahalfmillionjobstothistotalbytheendoftheyear.
Theplanthathasmadeallofthispossible,fromthetaxcutstothejobs,istheRecoveryAct.That'
sright-theRecoveryAct,alsoknownastheStimulusBill.Economistsontheleftandtherightsaythatthisbillhashelpedsavedjobsandavertdisaster.Butyoudon'
thavetotaketheirwordforit.
TalktothesmallbusinessinPhoenixthatwilltripleitsworkforcebecauseoftheRecoveryAct.
TalktothewindowmanufacturerinPhiladelphiawhosaidheusedtobeskepticalabouttheRecoveryAct,untilhehadtoaddtwomoreworkshiftsjustbecauseofthebusinessitcreated.
TalktothesingleteacherraisingtwokidswhowastoldbyherprincipalinthelastweekofschoolthatbecauseoftheRecoveryAct,shewouldn'
tbelaidoffafterall.
TherearestorieslikethisallacrossAmerica.Andaftertwoyearsofrecession,theeconomyisgrowingagain.Retirementfundshavestartedtogainbacksomeoftheirvalue.Businessesarebeginningtoinvestagain,andslowlysomearestartingtohireagain.
ButIrealizethatforeverysuccessstory,thereareotherstories,ofmenandwomenwhowakeupwiththeanguishofnotknowingwheretheirnextpaycheckwillcomefrom;
whosendoutresumesweekafterweekandhearnothinginresponse.Thatiswhyjobsmustbeournumberonefocusin2010,andthatiswhyIamcallingforanewjobsbilltonight.
Now,thetrueengineofjobcreationinthiscountrywillalwaysbeAmerica'
sbusinesses.Butgovernmentcancreatetheconditionsnecessaryforbusinessestoexpandandhiremoreworkers.
Weshouldstartwheremostnewjobsdo-insmallbusinesses,companiesthatbeginwhenanentrepreneurtakesachanceonadream,oraworkerdecidesitstimeshebecameherownboss.
Throughsheergritanddetermination,thesecompanieshaveweatheredtherecessionandarereadytogrow.ButwhenyoutalktosmallbusinessownersinplaceslikeAllentown,PennsylvaniaorElyria,Ohio,youfindoutthateventhoughbanksonWallStreetarelendingagain,theyaremostlylendingtobiggercompanies.Butfinancingremainsdifficultforsmallbusinessownersacrossthecountry.
Sotonight,I'
mproposingthatwetake$30billionofthemoneyWallStreetbankshaverepaidanduseittohelpcommunitybanksgivesmallbusinessesthecredittheyneedtostayafloat.Iamalsoproposinganewsmallbusinesstaxcredit-onethatwillgotooveronemillionsmallbusinesseswhohirenewworkersorraisewages.Whilewe'
reatit,let'
salsoeliminateallcapitalgainstaxesonsmallbusinessinvestment;
andprovideataxincentiveforallbusinesses,largeandsmall,toinvestinnewplantsandequipment.
Next,wecanputAmericanstoworktodaybuildingtheinfrastructureoftomorrow.Fromthefirstrailroadstotheinterstatehighwaysystem,ournationhasalwaysbeenbuilttocompete.There'
