1Scope

ThepresentdocumentspecifiestheoperationsandinformationcodingfortheNon-accessStratum（NAS）layerprotocolforsupportingtheLocationServices（LCS）intheEvolvedUniversalTerrestrialRadioAccessNetwork（E-UTRAN）.

ThepresentdocumentisapplicabletotheUserEquipment（UE）andtotheMobilityManagementEntity（MME）intheEvolvedPacketSystem（EPS）.

Thepresentdocumentisdevelopedinaccordancetothegeneralprinciplesstatedin3GPP TS23.271[1].

4.1Overview

4.1.1NASaspect

ToenabletransferofapplicationprotocolmessagesbetweentheMMEandtheUE,ageneric"container"messageisdefinedonthedownlink（DownlinkGenericNASTransportmessage）andtheuplink（UplinkGenericNASTransportmessage）.Themessageprotocolandproceduresaredescribedin3GPPTS24.301[3].

4.1.2LCSaspect

LocationServices（LCS）usesthegenericcontainersprovidedbytheNASGenericTransport mechanismtotransferLCSsignallingmessagesbetweentheUEandthenetwork.

Currently,containerinthegenerictransportmessagescancarrythefollowingLCSinformation:
