2、2/3/4G互操作参数配置的原则，请分以下场景分别阐述：
1）2/3/4G均有的情况
运营商需要定义网络的优选顺序，比如4G>
3G>
2G，然后配置4G、3G、2G小区的优先级，使得UE可以优先选择相应的网络。
2）有2G/4G，没有3G的情况
如果运营商选择4G驻留策略，可通过设置控制手机在空闲模式下优先选择4G网络。
3）有3G/4G，没有2G的情况
重选的条件（满足以下任一即可）
在T_reselection重选时延时间周期内，S_non-serving_XXX比THRESH_XXX_high的值要高；
（如果系统提
供THRESH_E-UTRAN_high_Q，XXX指的是QUAL，如果没有提供THRESH_E-UTRAN_high_Q，XXX指的是RXLEV）
在T_reselection时间周期内，当前GSM服务小区和所测量到的GSM小区的S_GSM比THRESH_GSM_low的值低。
在这种情况下，手机应当按照下的顺序进行重选：
在T_reselection时间周期内，低优先级的异系统的S_non-servi
