withtherapiddevelopmentofinformationtechnology,thedomestic,smallandmedium-sizedenterpriseinformatizationconstructionhasenteredanewstageofdeve1opment,smallandmedium-sizedenterpriseinformatizationhasbecomethesmallandmediumenterprisesoutofitsownadvantage,improvecompetitive,advantagetoenhancecompetitionabilityanddevelopmentabilityisanimportantchoice.Thispaperanalyzestheimportantroleofinformatizationinsmallandmedium-sizedenterprises,summarizesthemainproblemsininformationsystemconstruction,andputsforwardthecountermeasurestosolvetheproblem.

Introduction

Alongwiththeinformationtechniquechangerapidlydevelopment,economicglobalizationandtheknowledgeeconomyrapiddevelopment,marketcompetitionbecomingincreasinglyfierce,manysmallandmediumenterprisesquickentheinformatizationconstruction,enterpriseinformatizationleveldirectlyaffectsthecompetitivenessofenterprises.Enterpriseinformatizationistoshowtheenterpriseisinproduction,circulationandserviceandotherbusinessactivities,theuseofmoderninformationtechno1ogy,throughadvancedcomputernetworktechnologytointegratetheexistingproduction,management,design,manufacturingandothersectors,enterprisesrealizetheautomationoftheproductionprocess,managementofthenetwork,intelligenceofdecision-makingandbusinessoperationoftheelectronic,soastoimprovetheeconomicefficiencyofenterprisesandthecompetitivenessofenterprisesintheprocess.

1.Strengtheningtheinformatizationconstructionofsmallandmedium-sizedenterprisestheimportantrole

2.4Managementsupportingbackward

Enterpriseinformationtopromoteinformationtechnologyplaysitsroleinmanagementmustwiththeadvancedmanagementmeansandmethodstocombine,meltingintothemodernmanagementideaandmethod.

2.5Problemsintheexternalenvironment

1）Governmentsupportisnotenough,thelackofscientificguidance.Governmentsupportforsmallandmediumsizedenterpriseinformatizationconstructionisnotenough,insufficientguidance,mainlyreflectedinthefollowingtwoaspects:

first,largeenterprisesispresentatalllevelsofGovernmentInformatizationTransformationofspecialfundsfocusonthefunding,andtheinformatizationconstructionofsmallandmediumsizedenterpriseslackofattention;

the,governmentdepartmentsthemselvesintheprocessofinformationdidnottakethelead,suchaslackoftheinformation-baseddegreeoftheindustrialandcommercialbureau,taxbureau,makingeverymonththecompanybutalsototheInlandRevenueDepartmentrankedteamforalongtimetomakestatementsandsoon,whichinacertainextent,affectedtheenthusiasmoftheinformatizationconstructionofsmallandmediumsizedenterprises.

2）Therelevantlawsandregulationsarenotperfect.Atpresentourcountryintheinformationconstructionofenterprisesisstillnotunifiedplanningandstandards,thecorrespondinglawsandregulationsarenotperfect,theinformatizationconstructionoftheregionalindustrybasicallyinastateoffragmentation.Forthenetworkeconomiccrimes,Chinaisalsolackofeffectivetechnicalmeansandlegalsanctionsbasis,sothefirstuseofinformationtechnologycompaniestopaythepriceisrelativelylarge.Somanysmallandmediumenterprisesinthefaceofdazzlingcomputerhardwareandsoftwaremarketandnumerousinformationsystemsdevelopmentfailuresphenomenon,manyconfused,indecisive.

3）ServicesLimited,theenvironmentispoor.Comparedwithforeigncountries,thedevelopmentofChina'

ssoftwareindustryislaggingbehind.Onthemarketalotofenterpriseinformationsolutionsareprovidedbyforeignlargesoftwarecompanies,suchasSAP,theUnitedStates,theUnitedStates,andsoon.However,theseprogramsareveryexpensive,smallandmediumenterprisescannotaffordtobuy.AlthoughtherearealotofDomesticCompanyforsmallandmediumenterprisestoprovidetheso-calledtailoredmanagementsoftwareproducts,thepriceisnotexpensive,butthesoftwarecannotmeettheactualneedsofsmallandmediumenterprises,servicehasnotkeptupwith.Inaddition,thesmallandmediumenterprisesintheconstructionofinformationtechnologyhasexpertiseinconsultingcompany,theconstructionofinformationtechnologyisnotenough,leadingtotheprojectqualitycannotbeguaranteed.Electronicpayment,informationsecurity,socialcreditsystemandotheraspectsoftheexistingproblemsthattheenterprisebelievesthatnowisnotthebesttimetocarryoutinformation.

3.Acceleratingtheinformationconstructionofsmallandmedium-sizedenterprisesmeasures

3.1Enterprise

1）Correctunderstandingofinformation

Therapiddevelopmentininformationtechnologytodayeconomicglobalizationpaceaccelerate,makeenterpriseinformationconstructionbecomesthetrendofthetimestobeatrendwhichcannotbehalted.Informationprocess,whichistointegratethevariousresourceswithintheenterprisethroughthecomputernetworktechnology,optimizethemanagementprocess,andthenimprovetheprocessofeconomicefficiencyandcompetitivenessofenterprises.Enterpriseinformationisnotequaltothesimplecomputer,itisacomplexprocess.Onlybusinessprocessreengineering,sothatinformationtechnologyintotheenterprise'

sfinancial,sales,planning,production,procurementandotherbusinessprocesses,orelsesimplydonottalkaboutwhattheenterpriseinformation.

2）Acceleratecompositeinformationtalents

Enterprisesshouldestablishcorrespondingmechanismcultivateandmaintainatechnologytoimprovetheteamallstaffandmanagersinthemanagementofinformationtechnologyknowledgeandtheorylevel.Talentsarethemostvaluableresourcesforenterprises.Inordertopromotethedevelopmentofinformationtechnology,smallandmediumenterprisesmustdoagoodjobinbothhands.Ontheonehand,enterprisesmustformulatehumanresourcestrategy,adoptvariousmethodsandmeanstorecruitandintroducetalentsforenterprises,especiallytheadvancedtechnology.Ontheotherhand,enterprisesshouldcarryoutmoretrainingactivitieswithintheenterprise,throughtechnicalexchangesandcooperationandotherwaystocultivatealargenumberofprofessionalknowledge,withpracticalabilityofinformationtechnologypersonnel,improvethecomprehensiveabilityoftheenterprisetoimprovethenormaloperationofenterpriseinformation.

3）Takethekeybreakthroughofphasedimplementation

Enterpriseinformationisastepisnotpossiblenorpractical,shouldtakestepstoimplement,keybreakthroughsystemconstructionmode,canbedividedintoseveraldifferentstagestoimplementitstepbystep.Assmallandmedium-sizedenterprises,bytheirownlimitations,caninputinformationconstructionfundswillnottoomuch.

4）Playsbysocietyandgovernmentsupport

Ourcountrysmallandmedium-sizedenterpriseinformationisstillinitsinfancy,isinseparablefromthegovernment’sguidanceandsocialsupport.Smallandmediumenterpriseinformationizationisarevolution,isacomplexandarduoussystemproject,involvingallaspectsofthebusinesssmallandmedium-sizedenterpriseinformatizationlevelisdirectlyrelatedtothelevelofthewholenationalinformatizationlevel.Smallandmedium-sizedenterpriseswanttosurvive
