Well,thankyou.Aloha.Iwanttowelcomeeveryone.Andforouronlineaudience,andalsofortheSecretary,Idliketodescribewhoishereinouraudience.WehavethemayorofHonolulu,MayorCaldwell.Wehaveoursenator,MazieHirono.Wehaveourformergovernor,GeorgeAriyoshi,andourotherformergovernor,JohnWaihee.WehavemanymembersofthebusinessandintellectualandpublicaffairscommunityhereinHonolulu.Wehavemembersofthediplomaticcorps.Wehavemembersofourmenandwomeninuniform.WehavethemembersoftheboardofgovernorsoftheEast-WestCenter.WehavethestaffoftheEast-WestCenter.WehavefriendsoftheEast-WestCenter.Andmostimportantly,wehavefutureleadersoftheAsiaPacificregion.AndIwasjusttellingtheSecretary,Ithinkyesterdaywewelcomed130newparticipantsfromtheUnitedStatesand40othercountries.Theyrehereonauniqueprogramtopreparethemforbeingfutureregionalandgloballeaders.

Firstthing,youcanjusttelleverybodytositdown.

Oh.(Laughter.)Pleasesitdown,yes.(Laughter.)Thankyou,Mr.Secretary.Anyway,asyouknow,hehasservedinwarandpeace.Hewasasenatorfor28years;

59millionAmericansvotedforhimforpresident,including54percentofthevotersofHawaii.(Laughterandapplause.)Butasaformersenatestaffperson,Ithoughtthewaytoreallycheckhimoutwastoseehowhisconfirmationhearingwent.Now,theissueswerecontroversialbutthenomineewasnotcontroversial,andwhathisformercolleaguessaidabouthim,RepublicansandDemocrats,Ithinkgivetheessenceoftheman:

extremelywellprepared,borninaForeignServicefamily,servedall28yearsontheSenateForeignRelationsCommittee,fouryearsasthechairmanofthatcommittee.Heknowsthelanguages&

ndash;

severalforeignlanguages,countries,leaders,andissues.Heisamanofincrediblemoralandintellectualintegrity.Hebringsconvictionandcompassiontohisjobandgreatenergy.Hehasbeen,Ithink,onhisseventhtriptoAsia,comingbackandsowewanttowelcomehimbacktotheUnitedStates.WewanttowelcomehimtoourmostAsiaPacificstate,andwewanttowelcomehimtotheEast-WestCenter,aninstitutionthatsbuildingcommunitywiththisvastregionwhichissosystemicallyimportanttothefutureoftheUnitedStates.

Thankyou.Well,goodafternoon,everybody.Aloha.ItswonderfultobehereinHawaii,andman,IcanttellyouhowIwishIwasasrelaxedassomeofyouinyourbeautifulshirts.(Laughter.)HereIaminmy&

uniform.Uniform,somewouldsay.Butitissuchapleasuretobehere.Mr.Mayor,itsgreattobeherewithyou.AndMazie,thankyou.Itswonderfultoseeyou,Senator.Imveryhappytoseeyou.Thanksforbeinghere.Andgovernors,thankyouforbeinghereverymuch.

Ladiesandgentlemen,distinguishedguestsall,itsagreat,greatpleasureformetobeabletobehere.AndPresidentMorrison,thankyouverymuchforthatgenerousintroduction.Iappreciateitverymuch.

Charleswaswayaheadofthecurve,folks,inseeingthetrendtowardsregionalismintheAsiaPacificintheearly1990s.Andhewascallingforcommunity-buildingwithinEastAsiawellbeforeitbecameastandardtopicofdiscussiononthethinktankcircuit.Soclearly,andtoeveryonesbenefit,heshadanabilitytofocusonthelonggame.Andthatisatalentthatheactuallyshareswithoneofthefoundingfathersofthisinstitution,aformercolleague,belovedtoallofyou,whobecameagreatfriendtome,andthatsSenatorDanInouye.Duringmysortoflatteryears,IactuallymoveduptoaboutseventhinseniorityorsomethingintheUnitedStatesSenate,andhadInotbeenappointedtothisjob,withalloftheretirementsthataretakingplace,Idontknow,Imighthavebeenthirdorfourthorsomething,whichiskindofintimidating.Butasaresultofthat,IgottositbesidethegreatDanInouyeforfourorfiveyearsintheSenate.Ourdeskswerebesideeachother,andwebecameverygoodfriends.HewasoneoftheearlysupportersofminewhenIdecidedtorunforPresidentin04,03.Butmostimportantly,DanInouye,asallofyouknow,wasapatriotaboveallwhocommandedremarlerespectandaffectionofallofhiscolleagues.AndHawaiiwassowisetokeephiminofficeforsomanyyears.

HavingjustvisitedyesterdayGuadalcanal,havingstooduponwhatwascalledBloodyRidge,EdsonsRidge,andwalkedintooneofthestillremainingbunkersthatMarineswereduginonagainst3,000-plusJapanesewhokeptcomingatthemwaveafterwaveintheevening,its&

itwasaremarlesenseofthebattlethatturnedthewar.AndnoplaceknowsthemeaningofallofthatbetterthanhereinHawaii.

YesterdaycommemoratedreallyoneofthegreatbattlesoftheSecondWorldWar,andsoitgavemeachancetoreflectwithspecialprideandwithhumilityaboutDansservicetoourcountry.Hewasaherointhewar,againstdifficultcircumstanceswhichweallunderstandtoowell.ButhebecamethefirstJapaneseAmericantoserveintheHouseofRepresentativesandtheUnitedStatesSenate,againstalltheoddsofwhatwasstillaprevailingsenseinourcountryofmisunderstandingbetweenpeople.Andhejustneverletthatgetintheway.HesharedaverypersonalcommitmenttostrengtheningtiesbetweentheUnitedStatesandtheAsiaPacific.AndthatswhyhechampionedtheEast-WestCenterfordecades,andIwantyoutoknowthatPresidentObamaandIstronglysupportyourmissionofbringingpeopletogethertothinkcreativelyaboutthefutureofourroleintheregionandhowweovercomethekindsofinherent,visceraldifferencesthatsometimesareallowedtogetinthewayofrelationships,andfrankly,inthewayofcommonsense.

WeremembertoowellinAmericathatslaverywaswrittenintoourConstitutionlongbeforeitwaswrittenoutofit.Andweallknowthestrugglethatittook&

excuseme&

towriteitout.Soaswelookattheworldtoday&

complicated,difficult,tumultuous,volatile&

forsomanyofuswhohavespentdecadesworkingonissuescentraltotheAsiaPacific,theresactuallysomethingparticularlyexcitingaboutthismoment.ItsalmostexhilaratingwhenyoulookatAsiastransformation.AndlikeDanInouye,Ihavehadtheprivilege,asmanyofyouhavehereIcansee,youvelivedalotofthattransformationfirsthand.

Anumberofmy&

excuseme,itsthevirtueofmanyhoursinanairplane.AnumberofmyancestorsfromBostonandfromMassachusettsweremerchantswhoseshipsdroppedanchorinHongKongastheypliedthelonelytraderoutestoChina.Mygrandfather,actually,wasborninShanghaiandwasabusinessmanwhohadapartnershipwithaChinesebusinessman.SoinourfamilyandinMassachusetts,wevehadalongsenseofthepossibilitiesandofthisrelationship.Today,EastAsiaisoneofthelargest,fastestgrowing,mostdynamicregionsintheentireworld.AndwhentheTrans-PacificPartnershipnegotiationsarecomplete,about40percentofglobalGDPwillbelinkedbyahigh-standardtradeagreement,atradeagreementthatcreatesaracetothetop,notaracetothebottom,wherepeopleunderstandtherulesofengagementandtheresaccountabilityandtransparency,andbusinessandcapitalknowexactlywhattherulesoftheroadwillbesotheyreattractedtoinvesteachineachotherscountries.

Aftercollege,IhadtheprivilegeofservingintheUnitedStatesNavy.AndIwentthroughPearlHarbor.IhadaremarleseveraldayshereasayoungofficeronafrigatebeforewesetsailtocrossthePacific.AndIdroveallovertheislandeverywhere,inplacesIprobablywasntsupposedto.ButIloveditandthenspentasecondtourintheriversofVietnam.Andbackthen,thewordVietnam&

justsayingVietnam&

carriedwithitanominousmeaning.Itmeantwar.ItmeanthugedissentinAmerica,familiestornapart.Buttoday,Vietnam,whenyousayit,hasawholedifferentmeaningtomostpeople.Itsnowadynamiccountryfilledwitheconomicopportunity.Itsamarketforourbusinessesandourinvestors.Itsaclassroomforourchildren.IthasoneofthelargestFulbrightprogramsintheworld.Anditsapartnerintacklingregionaleconomicandsecuritychallenges.

Suchextraordinarytransformationshaveactuallybecomealmostthenorminthisregion.Illneverforget,15yearsago,IvisitedinthenBurma&

noconfusionwithMyanmarbutnowpeoplechoosewhattheywanttocallit.ButIvisitedwithDawAungSungSuiKyiintheveryhomeinwhichshewasimprisonedfornearlytwodecades.Andthisweek,Ihadtheprivilegeofagaingoingbacktotheverysamehouse&

ithadntchanged,lookedthesame.She,bytheway,20yearslaterlooksthesame.Andsheisnowfreetospeakhermindasamemberofparliament.

Itsremarle.Itdoesntmeanallthepresidentaresolved.ButthesetransformationsarejustsomeofwhatmakesAsiathemostexcitingandpromisingplacesontheplanet.

Iamreturning,asPresidentMorrisonhassaid,fromactuallymysixthtriptotheAsiaPacificin18monthsasSecretaryofState.Andlatertoday,IllbemeetingwithouroutstandingCommanderofUnitedStatesForcesinthePacifictoreviewarangeofAmericasformidablemilitarypresenceissues.IhaveWeknowthatAmericassecurityandprosperityarecloselyandincreasinglylinkedtotheAsiaPacific.AndthatswhyPresidentObamabeganwhatisknownastherebalancetoAsiain2021.Thatswhyhesaskedmetoredoublemyowneffortsintheregionoverthenexttwoandhalfyears.Andthats
