Toeffectivelyaccomplishitsmission,FTAhasaneedforservicesonarecurringbasisinthefollowingfunctionalareas:

FunctionalArea1-TransitResearchandSafety,SecurityManagement

FunctionalArea2-TransitPlanning

FunctionalArea3–TransportationSpecificProgramManagement

FunctionalArea4–GeneralProgramManagement

FunctionalArea5–TemporaryServices

TheseservicesarevitaltosupportoftheFTAmission.FTAisalsointerestedindecreasingadministrativelead-timeandcoststosupportourmission.Therefore,FTAwillbeissuingMultipleAwardBlanketPurchaseAgreement（BPAs）issuedfromGSAFederalSupplySchedules.InordertoqualifyforanindividualBPA,offerorsmustholdaGSAschedulecontractthatiswithinthescopeoftheeffortdescribedherein. 

ContractorTeamArrangementsarepermittedwithFederalSupplySchedulecontractorsinaccordancewithFARSubpart9.6.

FTAseekstomaintainqualifiedcontractorsupportpersonnelforthepurposeoffillinganticipatedrepetitiveneedsforservicesinsupportoftheFTAmission.Contractorsmusthaveprofessionalexpertiseinthefunctionalareaapplicable.Foranyofthefunctionalareaslistedbelowtasksmayrequirecontractorstotravelasdeemednecessarytofulfilltheresponsibilitiesoftheanyordersissued.Insupportoftaskordersissuedunderthesefunctionalareas,contractorsshallprovidethepersonnel,facilities,materialsandequipmentnecessarytofulfilltaskorderrequirements.

SECTIONB:

SUPPLIESORSERVICESANDPRICES/COST

PursuanttoGSAFederalSupplyScheduleContracts,BlanketPurchaseAgreements,theContractoragreestothefollowingtermsofaBlanketPurchaseAgreement（BPA）exclusivelywiththeFTA.

Thechartcontainsthelaborcategoriesandlaborrates（asdiscounted）thatwillapplytoordersissuedunderthisBPA.

ThefollowinggeneralrulesapplytothisBPA:

∙TheGovernmentestimates,butdoesnotguarantee,thatthevolumeofpurchasesthroughthisagreementwillbe（TobeincludedinindividualBPAs）.

∙ThisBPAdoesnotobligateanyfunds.

∙ThisBPAexpiresinfiveyearsorattheendofthecontractperiod,whicheverisearlier.

∙TheOfficeofProcurement,TAD-40hasauthoritytoissueordersunderthisBPA.

∙ThetermsandconditionsincludedinthisBPAapplytoallpurchasesmadepursuanttoit.IntheeventofaninconsistencybetweentheprovisionsofthisBPAandtheContractor'

sinvoice,theprovisionsofthisBPAwilltakeprecedence.

SpecificpricingwillbeincludedinindividualordersissuedpursuanttothisBPA.

A.FunctionalArea1-TransitResearch,Safety,SecurityandEmergencyManagement

1.TransitResearch

Background:

TheFTAResearchProgramsupportsFTA/DOTStrategicGoalsbydeliveringsolutionsthatimprovepublictransportation.FTAseekstoprovidethetransitindustrywithinformationtomakegooddecisionswithregardstotechnology,operations,etc.FTAusesresearchdataandresultstoidentifybestpracticesandsharethisinformationwithothersthatcanbenefitfromit.Withintheprogram,FTAhasdefinedbroadresearchgoalstoincreasetransitridership;

improvecapital&

operatingefficiencies;

improvesafety&

emergencypreparedness;

toprotecttheenvironment&

promoteenergyindependence;

andtoserveasaleaderoftransitresearchwithintheindustry.Inordertosupportthesegoals,FTArequiressupporttomovebestpracticesandinnovationsfromtheconceptualstagetoadoptionbythetransitindustry.Thisrequirestechnicalsupportinallstagesoftheresearchprocessofanalysis,development,andimplementation.

Thecontractorshallundertakeresearchand/orresearchsupportactivitiestoassistFTAtomeetitsStrategicResearchGoals.Tasksmayinclude:

∙TransitResearchAnalysis:

Analyzecurrentsituations,problemsandpotentialsolutions.

∙TransitResearchDevelopment:

Testandevaluatepotentialsolutionstodeterminetheirimpact

∙TransitResearchImplementation:

Assisttransitindustryinadoptingsolutionsthatovercomebarrierstomaximizingtransitbenefitsforthepublic

∙TransitResearchProgramSupport:

Supportthemanagementoftheresearchprogramthroughactivitiessuchaspolicyandprogramdevelopment,researchprogramplanning,analysis,performance,evaluation,andindustryoutreach.

Thecontractorshallprovideanalysis,development,andimplementationsupportforthefollowingresearchpriorityareas:

∙Infrastructureandequipmentprotectionandinnovation:

Thisincludesresearchonpublictransportationandinfrastructuretechnologiesandmethodsandvoluntaryindustry
