【中文摘要】在综合分析我国农村能源建设现状基础上,根据国家全面建设小康社会的历史任务,及社会主义新农村建设的要求,对如何加强农村能源技术推广体系建设进行了思考。

近日，WISE201X级博士生赵国昌与WISESungYongPark教授合作所著的学术论文“AnEstimationofU.S.GasolineDemand：
ASmoothTime-VaryingCointegrationApproach”被国际SSCI英文期刊《EnergyEconomics（能源经济学）》正式录用，并将于近期刊发。
该期刊于1978年创刊，全年6期，是刊载与能源有关的各种经济问题的研究论文的专业性期刊。
赵国昌同学是WISE录取培养的第二届博士生，并于去年获公派留学资格，赴澳大利亚国立大学深造。
此次被收录的论文是赵国昌同学201X年春季在WISE担任SungYongPark教授研究生课程《时间序列分析》助教时，与Park教授合作研究，并于出国前共同完成的。
这将是WISE学生首次在国际英文期刊发表的学术论文。
WISE自成立伊始，就将在国际重要学术期刊上发表论文作为学术研究和学生培养方面的重要目标，尤其在学生培养方面强调深厚的理论基础的掌握和现代数理分析方法的熟练运用，本、硕、博全部课程设置与难度全部与美国一流研究型大学接轨，该培养模式目前已取得积极效果。

为加强能源战略决策和统筹协调，国家能源委近日正式成立，温家宝总理亲任主任。
目前这也是我国最高规格的能源机构。
专家表示，此举意味着我国能源安全战略被提上了新的高度。

国务院昨天表示，国家能源委将负责拟订国家能源发展战略，审议能源安全，协调能源领域国际合作。
文中的energysecurity就是指“能源安全”，主要是指一国的能源储量、能源生产和能源供应安全。
Industryinsiders（业内人士）指出，目前我国是世界上第二大energyconsumer（能源消费国），NationalEnergyCommission（国家能源委员会）的成立，将有助于确保我国的energysecurity，缓解energyshortages（能源短缺），实现energysector（能源部门）的sustainabledevelopment（可持续发展）。
为确保energysecurity，我国已采取了诸多措施。
以石油为例，我国正加快建立strategicoilreserve（战略石油储备），缓解oildependency（原油对外依存度），并进行了fuel-pricingmechanism（成品油定价机制）的改革。
此外，为了达到carbonemissionreduction（碳减排）的目标，我国还加快了开发flammableice（可燃冰）等newenergy（新能源）和cleanenergy（清洁能源）的开发。
