Thankyouverymuch.Thankyou,Klaus,forthatterrificintroduction.I’mtemptedtoaskifyouaretheconductorandtosaythatitisaverygoodthingifnoonemissesanynotes,thepianoortheorchestra.

Iwanttoapplaudyouforeverythingthatyou’vedonetoputthisWorldEconomicForumtogetherandtomakeitaplacewherepeoplecometoshareideas,andideasthatcanindeedleadtoabetterworld.Itisawonderfulgatheringofcivilsociety,ofbusiness,ofgreatleadersfromaroundtheworld.Andalso,Inotethatyou’vealsogoneoutofyourwaytoincludeyoungpeople,andIthankyouverymuchforyoureffort.

LetmethankalsoPresidentCouchepinfortheworkthatthegovernmentandpeopleofSwitzerlandhavedoneingenerouslywelcomingustothisbeautifulcountry.

Distinguishedguests,ladiesandgentlemen:

Itisanhonortojoinyouhere,andasKlaushassaid,Ihavetriedtogethereseveraltimesbefore.IwasdeterminedtomakeitasSecretaryofStateandIguessIcansaybetterlatethannever,Klaus.IspokeattheForumbyvideoin2006,andIhadthepleasurelastyearofreceivingagroupofYoungGlobalLeadersatafirst-everU.S.PolicySummit.AndsoIunderstandthatsomeofthemareheretoday.It’sawonderfullegacythatyou’releaving,Klaus,inbringingtheseyoungpeoplein.

IwasthinkingaboutwhatIwasgoingtosaytonight,andI’vebeenwatchingthenewsandI’vebeenlookingattheimagesontelevisionandI’vereflectedontheeventsoftheday.Andofcourse,whatcomesfrontandcenterforallofusistheturbulence–politicalandeconomic–inourworld:

TheviolenceinKenya.ThetragicassassinationofMrs.BenazirBhuttoinPakistan.TheongoingandattimeshaltingeffortsofIraqisandAfghanstobuildpeaceful,functioninggovernments.Theloomingdangerofclimatechange.Theforecastsofmarketwoesandeconomictroubles.Evenagrowingconcernaboutglobalizationitself–asensethatincreasinglyitissomethingthatishappeningtous,notcontrolledbyus.

AsItookalookatallofthis,Idecidedtodosomethingrisky:

IwanttotalkabouttheimportanceofidealsandIwanttotalkabouttheneedforoptimismintheirpower.

Now,IknowthatwheneverAmericansstarttalkingaboutidealismandoptimism,internationalaudiencesgroan.Perhapsthereisalittleconcernthatyou’regoingtohearalong,moralizinglecture.Well,Ipromisenottodothat.

AndanothercommonconcernwhenAmericanstalkofidealismandoptimismis,“Well,theretheygoagain,”theinnocentsabroad.Indeed,thereisalonginternationaltraditionofviewingAmericaaskindofyoungandnaï

Well,inourdefense,Iwouldjustsaywe’renotthatyoung.

Andifyouaretemptedtothinkthatwearenaï

ve,thenyoushouldhopethatBismarckwasrightwhenhesaid,“Godhasaspecialprovidenceforfools,drunks,andtheUnitedStatesofAmerica.”

Seriouslythough,Irecognizethatthereisaclimateofanxietyinourworldtoday.Anditistemptingformanypeopletoturninward,tosecurewhattheyhave,andtoshutothersout.Somewanttogoitalone.Andthereiscertainlycynicismaboutthesalienceofouridealswhenitseemsthatit’sjusthardenoughtoprotectourinterests.

IknowthatmanyareworriedbytherecentfluctuationsinU.S.financialmarkets,andbyconcernsabouttheU.S.economy.PresidentBushhasannouncedanoutlineofameaningfulfiscalgrowthpackagethatwillboostconsumerspendingandsupportbusinessinvestmentthisyear.Mycolleague,HankPaulson,whohadhopedtobewithyou,isleadingourAdministration’seffortsandworkingcloselywiththeleadersofbothpartiesinCongresstoagreeonastimuluspackagethatisswift,robust,broad-based,andtemporary.

TheU.S.economyisresilient,itsstructureissound,anditslong-termeconomicfundamentalsarehealthy.TheUnitedStatescontinuestowelcomeforeigninvestmentandfreetrade.Andtheeconomy,oureconomy,willremainaleadingengineofglobaleconomicgrowth.Soweshouldhaveconfidenceintheunderlyingstrengthoftheglobaleconomy–andactwithconfidenceonthebasisofprinciplesthatleadtosuccessinthisworld.

Andonthatnote,Iwouldsubmittoyouthiseveningthatthereisnotonechallengeintheworldtodaythatwillgetbetterifweapproachitwithoutconfidenceintheappealandeffectivenessofourideals–politicalandeconomicfreedom,openmarketsandfreetrade,human
