本文运用理论与实践相结合的方法。

首先阐述项目经济评价、环境评价、社会评价的基本理论；

其次分析了煤炭资源开发项目特点，界定煤炭资源开发项目综合效益评价内涵；

再次构建了综合评价指标体系，并将模糊综合评价方法应用到煤炭资源开发项目评价中，建立煤炭资源开发项目模糊综合评价模型。

最后，将上述理论运用到具体实践中，介绍了XX概况、井田建设的外部协作条件、井田开发的资源条件、技术条件；

分析了XX煤炭资源开发的经济效益、环境影响、社会效益，提出了XX煤炭资源开发模糊综合评价模型，建立了综合评价指标体系，利用模糊综合评价方法对XX进行评价，得出XX煤炭资源开发项目综合效益属于较好级别，并分析其中存在的一些问题，针对这些问题提出了改进建议。

Abstract

Sincethecoalresourcedevelopingprojectisaone-timeinvestment,lasinglongconstructiveperiod,belongingtotheslowrecoveryoffunds,makingseriousenvironmentalpollution,andlowresourceutilization,involvingawiderange.Atthesametime,thedevelopmentandutilizationofcoalresourcesandrelatedindustries,willserveasanimportanteconomicandsocialoneofthepillarindustries.Comprehensiveevaluationofcoalresourcedevelopingprojectbeforedevelopingmayensurethattheprojecteconomicallyviableandrationalityofdecision-makingtoavoidmistakescausedheavyeconomiclosses.Asaresult,thesubjectofthisresearchhasimportanttheoreticalandpracticalsignificance.ThecomprehensiveevaluationoftheeffectivenessaboutAchengcoalmineresourcedevelopingprojectsbeforedevelopmentcanweightheprosandconsofproject,makeCohavecorrectgraspinthefuturebusinessinvestmentactivities.Asaresult,thesubjectofthisresearchhasimportantpracticalsignificance.

Thispaperutilizedthemethodwhichthetheoryandthepracticeunifies.First,introducedthebasictheoryofeconomicevaluation,environmentalassessmentandsocialassessment;

followinganalyzedthecharacteristicsofcoalresourcedevelopmentprojects,definedtheconnotationofcomprehensiveeffectivenessevaluationofthecoalresourcesdevelopment;

andthenbuildedacomprehensiveevaluationindexsystemandapplyedthefuzzycomprehensiveevaluationmethodtocoalresourcedevelopingprojectevaluation,buildedtheestablishmentofcoalresourcedevelopmentprojectsfuzzycomprehensiveevaluationmodel.Finally,carriedtheabovetheorytopractice,introducedoverviewofAchengcoalmine,mineconstructionoftheexternalconditionsforcooperation,developmentofthemineresourcescondition,technologycondition;

analyzedeconomicdevelopment,environmentalimpact,socialbenefitsofAchengcoalmine,proposedcoalmineresourcedevelopmentfuzzycomprehensiveevaluationmodelaboutAchengcoalmine,establishedacomprehensiveevaluationindexsystem,usedfuzzycomprehensiveevaluationmethodinevaluatingAChengcoalresourcedevelopment,thencametothatthecoalresourcedevelopmentprojectbelongstoabetterlevelofoverallefficiency,andanalyzedtheseproblems,proposedsomeimprovingissueforthesequestions.
