Theideathattherearegainsinclusteringisoldhatinindustrialeconomics.ItcanbetracedbacktoAlfredMarshall’sanalysisofindustrialdistrictsinBritain.InhisPrinciplesofEconomics(1stedition,1890),Marshallstressedtheeconomieswhich‘canoftenbesecuredbytheconcentrationofmanysmallbusinessesofasimilarcharacterinparticularlocalities’(8thedition,1920,221).Hereferstosuchgainsas‘externaleconomies’andseesthemasparticularlyrelevanttosmallfirms.TheconceptofexternaleconomiesisintroducedbyMarshallinordertodrawout(i)whyandhowthelocationofindustrymatters,and(ii)whyandhowsmallfirmscanbeefficientandcompetitive.Inhisownwords,‘wenowproceedtoexaminethoseveryimportantexternaleconomieswhichcanoftenbesecuredbytheconcentrationofmanysmallbusinessesofasimilarcharacterinparticularlocalities’(1920:
