Overpopulationisagreatconcernformanyunder-developedcountriesandthegovernmenttakesmanystepstocontroltheuncontrolledincreaseofpopulation.Inmanycountries,governmentimposerulestorestrictthenumberofchildrenafamilycanhaveandalsorestrictsmanyfacilitiesincaseafamilyhastoomanychildren.Butimposingataxtorestrictthenumberofchildreninafamilyisnotafeasiblesolution.Inmyopinion,otherwaysofcontrollingthepopulationinacountryshouldbeconsideredratherthanimposingthetax.Firstofall,thepopulationisthemainprobleminmostofthethirdworldcountrieswhereasthedevelopedcountriesmostlyhavecontroloverthatissue.Incountrieslikechina,thepopulationisnotaburdenrathertheyhavebeenabletousethelargepopulationasthemainworkforceforthesteadyimprovementofthecountry.Overpopulationinanunder-developedcountrydirectlyrelatedtopoverty,illiteracy,unhygieniclifestyleandcrime.Socontrollingthepopulationinthesecountriesisamustandimposingataxonthepoorpeoplewouldnotbeagoodidea.Thetrendsshowthateducatedupperclassandmiddleclassdonottakemorethantwochildreninthesecountrieswherethepoorpeopleseemslikehavenocontrolonthat.Ifthegovernmentimposesthetaxonthosepoorpeople,theirlifewouldbecomemoremiserable.Icompletelyagreethateachgovernmentshouldmaintainsomepoliciesandshouldimposestrictrulestocontrolthepopulationacountryhasbutincreasingawarenessandimplementingotherpoliciesthantaximposingwouldbebettersolutions.Inconclusion,Icompletelyagreethatthegovernmentofacountryshouldtakeanyinitiativetocontroltheoverpopulationgrowthbuttaximposingtopoorpeopleistheleasteffectivesolutionsincetherearemanyalternatives.

Thepopulationisoneofthebiggestproblemsforsomeofthecountriestoday.Thepopulationdistributioniseveryunevenacrossdifferentcountriesandwhilesomecountrieshaveverylesspopulation,someothercountriessufferfromalargenumberofpopulation.TherearecertaincountrieslikeIndiaandChinawhicharetwohighlypopulatedareawhereascountrieslikeIreland,RussiaandSwitzerlandarethinlypopulated.SoIagreethatthecountriesthataresufferingfromthehugepopulationshouldtakestepslikeimposingataxonthenumberofchildrenafamilyhas.Therearevariousproblemsthatappearduetothehugepopulation,likepoverty,unemployment,crimeandilliteracy.Everycountryhaslimitedresourcesandifthepopulationrisesbeyondpermissiblelimit,itresultsinrapidexhaustionoftheseresources.Therefore,Iagree,sometimesitisnecessaryforagovernmenttotakeharshactiontocontrolpopulation.Andoneoftheseharshactionscanbelimitingtheavailablefacilitytothepersonswhohavemorethananapprovednumberofchildrenandtoimposealargeamountoftaxationduetothelargenumberofchildrens/hehas.IndiaandChinaaretheworld’smostpopulatedcountries.Duringthe'70s,thepopulationofbothcountries’populationwasgrowingatrapidrateandinordertocurbitspopulation,chinaimposed1-childpolicyandstrictlyimplementedit.Asaresult,wecanseetheirpopulationgrowthratehasreduceddrasticallyto0.6%perannum,whereasthoughIndiapromoted2-childrenpolicybutdidn’tenforceanypolicy.Ittriededucatingpeopleaboutbenefitsofsmallfamilies,givebenefitstosmallfamilies.Though,theregrowthratedecreasedbutwasn’tsignificantaschina.India’sgrowthrateisstillhoveringaround1.2%perannumanditisbelievedthattheywillsurpassChina’spopulationinnextdecadeorso.ProblemsassociatedwithpopulationarequiteevidentinIndia.Healthcaresystemisabysmal;unemployment,illiteracy,andpovertyarerampant.Onthecontrarily,certainEuropeancountrieshavelesspopulationandencouragetohavemorechildren.Citizensincertaincountriesarealsogivenextragrantsiftheyhavemorethantwochildren.TheaverageageofJapanisover70yearsandJapanesegovernmentencouragespeopletohavemorechildreninordertohavemoreyoungpopulation.Socountrieswhohaveadecentpopulationandareforecastingtodecreasethepopulationinthecomingages,shouldnotadoptthistaxationstrategy.Toconclude,Ithinkitisofutmostimportancethatcountry’spopulationisproportionaltoitsresourcesandtotalareaandtostrikethatperfectbalance,sometimesitismandatoryforthegovernmenttointerveneandimposerulestocontrolthepopulationliketaxingtheindividualswhocontributetoincreasingthepopulationevenmore.

Inmyopinion,thatsolutioncouldbereplacedwithmanymoreefficientmethods.Somepeoplebelievethattaxescanlowerthefertilityrateincountriessinceitinvolvesdirectlytoonefamily’sfinancialstate.Thisbeliefhassomemeritsonthesurface.However,withfamilieswhichhavelowincome,especiallytheonesbelowthepovertyline,thereisanextremelylowpossibilitythattheycanmanagetopayextrataxesforhavingmanychildren.Therefore,taxevasionmayoccur,whichleadstoanotherunexpectedproblemthegovernmentstodealwith.Althoughbirthcontrolpoliciesareinevitable,therearemorereasonablemethodsthatgovernmentscanapplyratherthanraisingthetax.Forinstance,sexeducationmaybetaughtatelementaryschools.Sinceelementaryeducatinguniversalisationisbecomingatrend,childrenwouldhaveabetterperceptionaboutsexprotectionandunwantedpregnancy,thusreducingthebirthrate.Anothersolutionistopropagandiseforcitizensthebenefitsofhavingfewchildren,suchasmoreeducationandhealthcarethatasolechildwouldreceive,orlessfinancialpressurehavingonlyonetotwochildren.Tosumup,Itotallydisagreewiththeideaofputtingmoretaxesonlytoreducethecountry'sbirthrate.Instead,morenon-financialpoliciesshouldbetakenplacetoconvincecouplestotheroot,makingthemhavefewerchildrenwithnoobjectionbuttotheirheart'scontent.
