China’strainingprogramstoassistotherdevelopingcountrieshavebecomeanimportantwayfortheworldtoknowmoreaboutChina,whilebringingthecountryclosertotheworld,sobuildingaplatformfordeepeninginternationalexchangesandcooperation.

TheBahamasislocatedintheAtlantic’sCaribbeanSea,adjacenttotheUnitedStates,andnotfarfromEurope.FamiliarwithbothEuropeanandAmericanculture,TheresahadlongdreamedofChinaasaplacewithacompletelydifferentculture.

InSeptemberlastyear,ChinesePresidentXiJinping,whileparticipatingintheUNSustainableDevelopmentSummitandSouth-SouthCooperationRoundtableMeetings,announcedthatoverthenextfiveyearsChinawillprovide“SixOne-HundredPrograms”fordevelopingcountries.Theyareinthefieldsofpovertyalleviation,agricul-turecooperation,tradepromotion,ecologicalprotection,climatechangeadaptation,andconstructionofhospitals/clinicsandschools/vocationaltrainingcenters.What’smore,theChinesegovernmentwilloffertrainingto120,000overseasstudentsinChina,andscholarshipsto150,000foreignstudents,withtheexpectationoftraining500,000technicalprofessionalsforotherdevelopingcountries.
TheInternationalMaster’sinBusinessAdministration(IMBA)program,whichTheresasuccessfullyjoined,isaone-yearEnglish-languageprogramofferedbytheEmergingMarketsInstitute(EMI)ofBeijingNormalUniversity(BNU).ItissponsoredbyChina’sMinistryofEducationandMinistryofCommerce.
LauraAvondetisadiplomatfromArgentina.BeforecomingtoChinasheworkedatArgentina’sembassyinDublin.Shegotthiseducationalopportunitywhenhercountryjoinedtheprogramthisyear.LaurasaysherfavoriteareasarestudyingChina’seconomicdevelopmentandscientificinnovation.Thankstotheprogram,shewillbeabletoconductin-depthdiscussionsandexchangeideaswithstudentsfromdifferentregionsandfromdiverseculturalbackgrounds. FabulousCurriculumDesign
“BeforecomingtoChinaIexpectedtheIMBAcoursestoonlyincludefinanceandeconomics.However,ithasturnedouttobesomuchmore.Oneofthemostbeneficialaspectsoftheprogramisthefocusonseveraldifferentemergingmarkets,mainlyinAsia,Africa,andLatinAmerica.Ithasgreatlyexpandedmyknowledgeabouttheseareasoftheworld,aswellasoftheinitiativessomecountrieshaveundertakenduringthecourseoftheirdevelopment.Overall,themostbeneficialaspectsofthecurriculumareintheseveralcoursesthatfocusonChina’seconomicandsocialdevelopment,includingitshistory.”TheresasaidthattheBahamasispresentlyworkingonitsfirstnationaldevelopmentplan.“Thus,thesecourses,aswellasmyownobservationsofChina’sdevelopmentstrategiesandtheFive-YearPlan,willprovidemewithverytimelyinformationthatIcanutilizeathome.” HuBiliang,deanoftheEmergingMarketsInstituteoftheBNU,andalsodirectoroftheIMBAprogram,toldthereporterthatthisisinfactthesecondyearoftheprogram.
“Startingintheyear2014,westartedtorecruitstudentsfromemergingmarketcountriesacrosstheworld.Inthefirstyear,wehad28governmentofficialsandmedium-andsenior-leveleconomicmanagersfromaltogether14countriesandregionsinAsia,Africa,andLatinAmerica.Thesestudentscamefromvariousministriesandagenciesintheirgovernments,suchasfinance,immigration,centralbanks,tradeandindustry,investmentandeconomicplanning,energy,information,education,policestations,customs,aswellasfromtheFoodandAgricultureOrganizationoftheUnitedNations.TheymadedistinctiveobservationsonmultipleissuessuchasChina’scharacteristicdevelopmentalexperiences,thepursuitofnewmarketandinvestmentopportunities,therapiddevelopmentofsoutheasternChinesecitiesandsocialstratification,harmonioussocietyandgrassrootsdemocracy.”
HuBiliangfurtherdeclared:
“In2015,wecontinuedtoexpandthescopeandscaleofourenrollment.Today,37studentsfrom21developingcountriesarestudyingatBeijingNormalUniversity,withnewcomersfromIndia,Pakistan,Argentina,Chile,andPeru.Inthefuture,moreandmoredevelopingcountrieswilllearnabouttheprogramandparticipateinit,whichwehopewillalsoresultinacompleteaffirmationofourefforts.”
Talkingaboutthesignificanceoftheprogram,HuBiliangsaid,“ItisanationalstrategytohelpdevelopingcountrieslearnmoreaboutChina’sdevelopmentmodeandexperience,inordertodiscovertheirownsuitablepathsofdevelopment.Inaddition,theprogramalsoaimstocultivatefutureleadersforthesedevelopingcountriesthathavebetterunderstandingofChinaandarefriendlytothecountry.”
TheBNUhasselectedagroupofprofessorswithrichteachingandresearchexperiencetoprovidehigh-qualityinstruction.Theyhavestudiedandtaughtatsuchworld-classinstitutionsasHarvardUniversity,UniversityofChicago,UniversityofCambridge,AustralianNationalUniversity,UniversityofCologne(Germany),andTilburgUniversity(theNetherlands).Inaddition,someteachershaveworkedwithinternationalorganizationssuchastheWorldBankandtheInternationalMonetaryFund.TheoneyearprogramistaughtinEnglish,andeverystudentisrequiredtocompleteafinalpaperandpassexaminations. Atpresent,nineofChina’stopuniversitiesparticipateinthetrainingprogramsespeciallydesignedforotherdevelopingcountries.Forexample,PekingUniversityandTsinghuaUniversityareresponsiblefortheMaster’sPrograminPublicAdministration(MPA),andEastChinaNormalUniversityfortheMaster’sPrograminPedagogy.OtherparticipatinguniversitiesincludetheUniversityofInternationalBusinessandEconomics,ForeignAffairsUniversity,CommunicationsUniversityofChina,andJilinUniversity,amongothers.
LiXiaobing,presidentoftheAcademyforInternationalBusinessOfficials(AIBO)oftheMinistryofCommerce,commented:
“Chinaistheworld’slargestdevelopingcountry.ItisafundamentalstandpointinChina’sforeignpoliciestodevelopandconsolidatesolidarityandcooperationwiththevastnumbersofdevelopingnations.Inrecentyears,theChinesegovernmenthasstrengthenedcollaborationandexchangeswiththeoutsideworldinsuchareasashumanresources,whileinnovatingvariouscooperationmodesincludingeducationforacademicdegreesandshorttermtraining.Amongthese,academicdegreeprogramstocultivatehigh-levelprofessionalsfordevelopingcountrieshavereceivedhighpraisefromthesenations’governmentsandparticipatingstudents.”
BilateralCooperationOpportunities
ThisspeciallearningexperiencehashelpedTheresadeviseaclearerplanforherfuturecareerdevelopment.
“AftergraduationIintendtopursueaPhDinInternationalTrade.AndthenI’dliketoworkintheBahamas’tradesectorforseveralyears.Ultimately,whentheBahamasbecomesamemberofWTO(itispresentlyinaccessionnegotiations),IintendtoworkfortheWTO,preferablyintheDisputesSettlementDepartment.”
TheresaisoptimisticaboutpotentialcooperationbetweenChinaandhermotherland.ShesaysthatBahamas’numberoneindustryistourism.Chinaisnowenteringintoaneweraofmasstourism.TheCaribbeanregionwilldefinitelyprovideChinesetouristswithtotallydifferentsceneryandexperiences.ItisaperfectopportunityforChina’shigh-endhotelstoestablishdazzlingbuildingsandrunresortsintheBahamas.TheBahamaswouldalsobenefitfrominc
