中小企业财务预算管理研究摘要随着企业规模的扩大和市场竞争的加剧，企业的预算管理已从最初的成本控制、财务计划发展成兼具计划、控制、激励、评价功能的一种综合企业经营管理机制并成为确保企业战略目标实现的有效工具。

企业财务预算管理是企业财务管理系统的重要组成部分，是保证公司财务正常运作的重要工具，不仅有助于分配财务决策权，而且还能作为衡量企业经营业绩的工具，能够有效地帮助企业回避财务风险，从而促进企业提高经济效益。

同时，财务预算管理制度的产生与发展，以它的系统性、全面性、战略性、机制性和整合性等为特征，已经逐渐演化成现代企业财务管理的一项不可或缺的制度。

文章从预算管理的含义及内容入手，以中小企业为研究对象，着重分析中小企业预算管理存在的问题，并提出了加强预算管理的改进对策。

Research on SME Financial Budget Management

Abstract

With the expansion of business scale and market competition intensifies, the overall

budget management of the enterprise already from the initial cost control, financial planning

has developed into plan, control, motivation, evaluation functions of a comprehensive

enterprise management mechanism, to ensure the realization of strategic targets of enterprises

effective tool.Financial Budget management is an important part of the enterprise financial

management system, is an important tool to ensure the normal operation of the Company's

financial, not only contribute to the allocation of financial decision-making power, but also as

a tool to measure the business performance.Financial budget management can effectively

help businesses to avoid financial risks, so as to promote the enterprises to improve economic

efficiency.The same time, the emergence and development of the financial budget

management system, to its systematic, comprehensive, strategic, mechanisms and integration

and other features, has gradually evolved into a modern enterprise financial management an

integral part of system.This paper analyzed the SME financial budget management problems,

and put forward to strengthen overall budget management improvement strategy.
