INSPECTION,TESTINGANDCOMMISSIONINGREQUIREMENTS

检查、测试和试运转要求

14.1InspectionandTestingDuringManufacture

制造期间的检查与测试

14.1.1General

通则

（a）AllinspectionandtestingshallbecarriedoutinaccordancewiththeSpecificationandinabsenceofSpecificationrelevantIndianStandardorinternationallyapprovedequivalentstandard.Afterawardofcontract,ContractorshallfurnishaQAplanforapprovalbyEmployer.QAplanshallincludetestingforincomingsupplyofrawmaterialsandboughtoutitems,stageinspectionsandtestsonfinishedproductsatmanufacturer’sworks/appropriatetestingstation.QAplanshallclearlyindicatetestswhichareintendedtobewitnessedbytheContractoraloneandthosebybothcontractorandEmployer.

所有的检查、测试都要按照印度标准或国际上证明同等标准的说明书执行。

签订合同后，承包商应提供一份质量保证计划，由业主核准。

质量保证计划应包含所提供原材料的检测、清单，阶段性检查，在制造商工厂或适当检测站对加工完的产品的检测。

质量保证计划应明确指出想要承包商单独亲自证实的测试和承包商、业主都参与的测试。

（b）Inspectionandtestsscheduleshallbeasfollows;检测包括

1）Manufacturetests制造检测

2）Acceptanceinspection/Quantitychecking验收检测

3）Install/siteinspection现场检测

4）Siteacceptancetest现场验收检测

5）TestsonCompletion完成检测

6）ProcessWetTests（byRawSewage）工艺湿度检测

7）OperationTest（TestsAfterCompletion）运营检测

（c）TheContractorshallcarryoutattheplaceofmanufacturetestsofthePlant/EquipmentatanypartoftheWorks.

（d）TheEmployerand/ordulyauthorisedanddesignatedrepresentative（s）shallbeentitledtoattendtheaforesaidinspectionand/ortests.

（e）TheEmployerandhisdulyauthorisedrepresentativeshallhaveaccesstotheContractor’spremisesatalltimestoinspectandexaminethematerialandworkmanshipofthemechanicalandelectricalplantandequipmentduringitsmanufacturethere.Ifpartoftheplantandequipmentisbeingmanufacturedonotherpremises,theContractorshallobtainpermissionfortheEmployerorhisdulyauthorisedrepresentative,toinspectasiftheplantand

equipmentwasmanufacturedontheContractorsownpremises.Testing（includingtestingfor

chemicalanalysisandphysicalproperties）shallbecarriedoutbytheContractorandcertificatessubmittedtotheEngineerwhowillhavetherighttowitnessorinspecttheabovementionedinspection/testingatanystagedesiredbyhim.Whereinspectionortestingistobecarriedoutatasubcontractor’sworks,arepresentativeoftheContractorshallbepresent.

业主可以随时对机械电气设备工艺及原材料检测。

（f）Contractorshallprovidetestprocedure,pre-factorytestresults,andcalculationsheet,photoinadvanceandprovidealloftestresultwithnecessarydocumentincludingitsdataandphototoshowEngineerthattestiscarriedoutinproperconditionandtheitstestresults.

承包商要提供测试流程，厂前测试结果，计算清单，照片等

（g）ThecontractorshallberesponsibleforallexpensesincurredbytheEngineerorperson/snominatedbytheEngineerattendinginspectionandtestsofplantandequipmentcarriedoutduringmanufacturewithinIndiaandabroad.Normally2-3personsfromemployersidewillwitnesstheinspectionandtesting.

承包商将负责总工程师在检测过程中出现的所有费用。

通常2-3人。

（h）TheprocedureforthetestingandinspectiontobecarriedoutduringorfollowingthemanufactureofthematerialstoensurethequalityandworkmanshipofthematerialsandtofurtherensurethattheyconformtotheContractinwhateverplacetheyarespecifiedshallbeasdescribedbelow.

（h）TheContractorshallgivetheEmployeratleast21cleardaysnoticeinwritingofthedateandtheplaceatwhichanyplantorequipmentwillbereadyforinspection/testingasprovidedintheContract.TheEmployerorhisdulyauthorisedrepresentativeshallthereuponathisdiscretionnotifytheContractorofhisintentioneithertoreleasesuchpartoftheplantandequipmentuponreceiptofworkstestscertificatesorofhisintentiontoinspect.TheemployershallthengivenoticeinwritingtotheContractor,andattendattheplacesonamedthesaidplantandequipmentwhichwillbereadyforinspectionand/ortesting.Asandwhenanyplantshallhavepassedthetestsreferredtointhissection,theEngineershallissuetotheContractoranotificationtothateffect.

承包商提前21天告知业主检测的时间和地点。

业主或代表将随时通知承包商是否进行检测，通过了检测后，总工程师将向承包商发出确认。

（ii）TheContractorshallforwardtotheEmployer6dulycertifiedcopiesofthetestcertificatesandcharacteristicsperformancecurvesforallequipment.

承包商要向业主提供6份设备的检测证书。

（iii）IftheEngineer（s）failstoattendtheinspectionand/ortest,orifitisagreedbetweenthepartiesthattheEngineer（s）shallnotdoso,thentheContractormayproceedwiththeinspectionand/ortestintheabsenceoftheEngineerandprovidetheEmployerwitha

certifiedreportoftheresultsthereofasper（ii）above.如总工程师不能参加检测，则承包商需向业主提供检测结果报告。

（iv）Ifanymaterialsoranypartoftheworksfailstopassanyinspection/test,theContractorshalleitherrectifyorreplacesuchmaterialsorpartoftheworksandshallrepeattheinspectionand/ortestupongivinganoticeasper（i）above.AnyfaultorshortcomingfoundduringanyinspectionortestshallberectifiedtothesatisfactionoftheEngineerbeforeproceedingwithfurtherinspectionofthatitem.Anycircuitpreviouslytested,whichmayhavebeenaffectedbytherectificationwork,shallbere-tested.如未通过检测，承包商将要提供替代材料，并在此接受检验直到业主满意。

（v）Wheretheplantandequipmentisacompositeunitofseveralindividualpiecesmanufacturedindifferentplaces,itshallbeassembledandtestedasonecompleteworkingunit,atthemaker’sworks.

（vi）Neithertheexecutionofaninspectiontestofmaterialsoranypartoftheworks,northeattendancebytheEngineer（s）,northeissueofanytestcertificatepursuantto（iii）aboveshallrelievetheContractorfromhisresponsibilitiesundertheContract.

（vii）Thetestequipment,meters,instrumentsetc.,usedfortestingshallbecalibratedatrecognisedtestlaboratoriesatregularintervalsandvalidcertificatesshallbemadeavailabletotheEngineersatthetimeoftesting.ThecalibratinginstrumentusedasstandardsshallbetraceabletoNational/Internationalstandards.Calibrationcertificatesortestinstrumentsshallbeproducedfromarecognised/LaboratoryfortheEngineer’sconsentinadvanceoftestingandifnecessaryinstrumentsshallberecalibratedorsubstitutedbeforethecommencementofthetest.检测的设备要在测试时校准，符合国家或国际标准。

（viii）ItemsofplantorcontrolsystemsnotcoveredbystandardsshallbetestedinaccordancewiththedetailsandprogramagreedbetweentheEngineerandContractor’sRepresentative.IfsuchmaterialsorworksarefoundtobedefectiveornotconformingtotheContractrequirements,duetothefaultoftheContractororhissub-contractorstheContractorshalldefrayalltheexpensesofsuchinspectionand/ortestandofsatisfactoryreconstruction.

（ix）TestsshallalsobecarriedoutsuchthatdueconsiderationisgiventotheSiteconditionsunderwhichtheequipmentisrequiredtofunction.Thetestcertificatesshallgivealldetailsofsuchtests.

（x）TheContractorshallestablishandsubmitadetailedprocedurefortheinspectionofmaterialsoranypartoftheworkstotheEmployerforapprovalwithinthedate

indicatedintheProgrammeDetails.Thedetailedprocedureshallindicateorspecify,withoutlimitation,thefollowing:

xApplicablecode,standard,andregulations.

xFabricationsequenceflowchartindicatingtestsandinspectionpoints.

xDetailedtestsandinspectionmethod,indicatingthemeasuringapparatustobeused,itemstobemeasured,calculationformula,etc.

xAcceptancecriteria.

xTestreportformsandrequiredcodecertificatesanddatarecords.

xMethodofsampling,ifanysamplingtesttobeconducted.

xContractor’sorEmployer’switnesspoints.

（xi）TheContractorshallnotpackforshipmentanypartofthePlantuntilhehasobtainedfromtheEmployerorhisauthorisedrepresentativehiswrittenapprovaltothereleaseofsuchpartforshipmentafteranytestsrequiredbytheContracthavebeencompletedtotheEmployer’ssatisfaction.未经业主同意，承包商不得打包运送工厂的设备。

（xii）ThefollowingInspectionandTestingproceduresshallbecarriedoutfortheequipmentasapplicable.

Thedetailedprocedureshallindicateorspecify,withoutlimitation,thefollowing:

xVisualInspection.

xDimensionChecking

xDynamicbalancingforallrotatingparts

xHydrostatic/Leaktestingforallpressureparts,PneumaticLeakTestwhereverapplicable

xOperationcheck

xLiquidpenetranttestsormagneticparticletestsforallmachinedsurfacesofpressureparts.

（i）TheContractorshallmaintainproperidentificationofallmaterialsused,alongwithreportsforallinternal/stageinspectionworkcarriedout,basedonthespecificjobrequirementandorbasedonthedatasheets/drawings/specifications.

（i）Theexpensesincurredduringinspectionshallinclude,butnotbelimitedtoalltravelling,boarding,lodgingandout-of-pocketexpenses.

费用包括但并不局于旅行，住宿，膳食及杂费等。

（1）ForinspectionswithinIndia,theContractorshallincuralltheexpensesofEmployerandEngineer.ForinspectionoutsideIndia,theContractorshallincurtheexpensesofEmployer,EngineeranddelegatesofEngineer.印度国内的检查，承包商担负所有业主和工程师的费用。

印度外的检查，承包商担负业主、工程师和工程师代表的费用。

（2）However,costofinspectionwhenmaterialoranypartofthefacilitiesisnotreadyatthetimespecifiedbytheContractorforinspectionorwhenreinspectionisnecessitatedbypriorrejectionshallbebornebytheContractorandwillnotbereimbursed.如果因为设备没有准备好需要再次检查，所需费用由承包商承担。

（k）Witnessedtestingwillnormallybewaivedonstandardtypesofequipmentsuchassmallmotorsmadebyapprovedmanufac
