Predictably,howlsofprotesthavecomefromtheuniversities,whoviewtheblacklistingofwholeinstitutionsasarbitraryandnegative.Theypointoutthatmanyofthebeststudentsgoquicklyintojobswheretheycanapplytheirresearchskills,butconsequentlytakelongertofinistheirtheses.PolytechnicswithasfewastwoPhDcandidatescomplainthattheyarepenalizedbyrandomfluctuationsinstudentperformance.Thecollegessaythereisnohardevidencetoprovethatfastercompletionratesresultfromgreaterefficiencyratherthanlowerstandardsorlessambitiousdoctoraltopics.
