二、质量政策
(1)PurposeofQualityControl
(一)质量控制的目的
ForthisProject,thepurposeofqualitycontrolisto,inaccordancewiththeprovisionsoftheRegulationsontheQualityManagementofConstructionProjectsandtheQualityManagementSystemStandardISO9001:
2008,establishandeffectivelyimplementthecontinuously-improvedqualitymanagementsystem,setupthefull-timemanagementdepartmentorfull-timemanagementpersonnel,adheretotheprinciple“preventionfirst”,andimplementthesysteminaccordancewiththecycle“planning,doing,checkandaction(PDCA)”.Throughtheprocessmanagementontheelementsincludingpersonnel,machine,material,methodandenvironment,achievethequalityobjectivesofprocesses,productsandservices,providethefunctionandusevaluerequiredbyusersinproduction,andmeetthedesignrequirementsandqualitystandardsasspecifiedinthecontract.
项目质量控制的目的是按照《建设工程质量管理条例》和《质量管理体系ISO9001:
2008》标准的规定,建立和有效运行持续改进的质量管理体系,设立专职管理部门或专职人员,坚持预防为主的原则,按照策划、实施、检查、处置的PDCA循环方式进行系统运作。
通过对人员、机具、材料、方法、环境等要素的过程管理,实现过程、产品和服务的质量目标,满足用户从事生产所需的功能和使用价值,符合设计要求及合同规定的质量标准。

III.WORKBREAKDOWNSTRUCTURE(WBS)
三、工作分解结构/WBS
WorkBreakdownStructure:
Thestructuralrepresentationformedbydecomposingtheprojectlevelbylevelinaccordancewithitsinherentstructureorimplementationsequence.Itsummarizesanddefinesallworksoftheproject,andwheneveritcomestothelowerlevel,therewillbemoredetaileddefinitionofworksundertheproject.
工作分解结构(WorkBreakdownStructure):
是将项目按照其内在结构或实施过程的顺序进行逐层分解而形成的结构示意图。
它归纳和定义了项目的整个工作范围,每下降一层代表对项目工作的更详细定义。

WBS的主要作用如下:
1.Topreventtheomissionofanydeliverableundertheproject(togiveageneralviewoftheproject).
防止遗漏项目的可交付成果(展示项目全貌)。
2.Tohelptheprojectmanagertofocusonprojectobjectiveandclarifyresponsibilities.
帮助项目经理关注项目目标和澄清职责。
