　　IliketotalkaboutthecontentofcooperationforourNewSilkRoadCorridor.Now,Iwilltalkaboutthedetailsoftheareasfordevelopment,thecontentofdevelopment.

　　Theyshouldinthefollowingkeyareas:

　　Inaccordancewiththeexistingeconomicfoundationandcondition,andthepre-conditionsofourcooperation,oureffortsmustfirstbeputtoenergyresources,thetransportationgrid,electricitysystems,communicationsnetworks,othersuchbasicinfrastructureplatforms,andthenetworkingtogetherofsuchplatforms.ThereisasayinginChina,“todevelopwealth,youhavetofirstbuildroads”.Theconnectivityofinfrastructurefacilities,includingrailways,highways,airroutes,telecommunications,oilandnaturalgaspipelinesandports,willalsobepromoted.Thedevelopmentcorridor’seconomycanonlyprosperwhenhumanresources,logisticsandeconomicflow（人流,物流,资金流）haveallbeenbroughton-lineandintegrated.ThiswillformpartofamovetoestablishaninfrastructurenetworkconnectingvariousAsiansub-regionswithotherpartsofAsia,EuropeandAfrica.

　　stepswillbetakentoresolveinvestmentandtradefacilitationissues,reduceinvestmentandtradebarriers,lowertradeandinvestmentcosts,aswellastopromoteregionaleconomicintegration.Weshouldmakeinnovationsinourformsoftrade,anddevelopcross-bordere-commerceandothermodernbusinessmodels.Effortswillalsobemadetobroadenthescopeoftrade,propeltradedevelopmentthroughinvestment,andstrengthenco-operationintheindustrychainwithallrelatedcountries.

　　forimplementingtheBeltandRoadInitiative.Weshoulddeepenfinancialcooperation,andmakemoreeffortsinbuildingacurrencystabilitysystem,investmentandfinancingsystemandcreditinformationsysteminAsia.Chinahassetupa$40billionSilkRoadFundthatexpertsbelievewillopenforinvestmentinthenearfuture.Thefocuswillbeontheconstructionofroads,railways,portsandairportsacrossCentralAsiaandSouthAsia.WeshouldexpandthescopeandscaleofbilateralcurrencyswapandsettlementwithothercountriesalongtheBeltandRoad,openanddevelopthebondmarketinAsia,makejointeffortstoestablishtheAsianInfrastructureInvestmentBankandBRICSNewDevelopmentBank,conductnegotiationamongrelatedpartiesonestablishingShanghaiCooperationOrganization（SCO）financinginstitution,andsetupandputintooperationtheSilkRoadFundasearlyaspossible.WeshouldstrengthenpracticalcooperationofChina-ASEANInterbankAssociationandSCOInterbankAssociation,andcarryoutmultilateralfinancialcooperationintheformofsyndicatedloansandbankcredit.Theimplementationof"OneBeltandOneRoad"stratgyrequiresalargenumberofinvestmentfromfinancialinstitutions,includingAIIB.

　　implementingtheInitiative.Weshouldpromoteintergovernmentalcooperation,expandsharedinterests,enhancemutualpoliticaltrust.CountriesalongtheBeltandRoadmayfullycoordinatetheireconomicdevelopmentstrategiesandpolicies,workoutplansandmeasuresforregionalcooperation,negotiatetosolvecooperation-relatedissues,andjointlyprovidepolicysupportfortheimplementationofpracticalcooperationandlarge-scaleprojects.carryforwardthespiritoffriendlycooperationoftheSilkRoadbypromotingextensiveculturalandacademicexchanges,personnelexchangesandcooperation,mediacooperation,youthandwomenexchangesandvolunteerservices,soastowinpublicsupportfordeepeningbilateralandmultilateralcooperation.Weshouldsendmorestudentstoeachother'scountries,andpromotecooperationinjointlyrunningschools.WeshouldalsoincreasepersonnelexchangeandcooperationbetweencountriesalongtheBeltandRoad.

　　Weshouldenhancecooperationinandexpandthescaleoftourism.Weshouldpushforwardcooperationonthe21st-CenturyMaritimeSilkRoadcruisetourismprogram.Wewillalsoexpandcooperationontraditionalmedicine.Weshouldincreaseourcooperationinscienceandtechnology,andworktogethertoimprovesci-techinnovationcapability.

　　ResourcesAquisition

　　China'soilandgasresourcesarehighlydependentonoverseasmineralresources.

　　OBORwillbuildsomeeffectivechannelstogetresouces.Itcontributestotheresourcesdiversification.NationalSecurity

　　Theindustryandinfrastructureofcoastalregion,westernareaandcentralareaneedtobeprotectedfromexternalconcealedthreats.

　　OBORwillimprovethecapabilitytostrengthenthenationalsecurityatriskofconflict.

　　TradeInitiative

　　OBORwillmakeChinahaveagreatersayinglobalmarketandregionaleconomy.

　　TransportationNetwork

　　Withbuildingatransportationnetworkintheneighboringarea,OBORwillpromotetheexporttradeandmobilizationofresouces.

　　InadvancingtheBeltandRoadInitiative,Chinawillstrengtheninteractionandcooperationamongtheeastern,westernandcentralregions,andcomprehensivelyimprovetheopennessoftheChineseeconomy.

　　Northwesternandnortheasternregions.WeshouldmakegooduseofXinjiang'sgeographicadvantagesanditsroleasawindowofwestwardWeshouldgivefullscopetotheeconomicandculturalstrengthsofShanxiandGansuprovincesandtheethnicandculturaladvantagesoftheNingxiaHuiautonomousregionandQinghaiprovince,buildXi'anintoanewfocusofreformandopening-upinChina'sinterior,speedupthedevelopmentandopening-upofcitiessuchasLanzhouandXining,andadvancethebuildingoftheNingxiaInlandOpening-upPilotEconomicZonewiththegoalofcreatingstrategicchannels,tradeandlogisticshubsandkeybasesforindustrialandculturalexchangesopeningtoCentral,SouthandWestAsiancountries.WeshouldgivefullplaytoInnerMongolia'sproximitytoMongoliaandRussia,improvetherailwaylinksconnectingHeilongjiangprovincewithRussiaandtheregionalrailwaynetwork,strengthencooperationbetweenChina'sHeilongjiang,JilinandLiaoningprovincesandRussia'sFarEastregiononsea-landmultimodaltransport,andadvancetheconstructionofanEurasianhigh-speedtransportcorridorlinkingBeijingandMoscowwiththegoalofbuildingkeywindowsopeningtothenorth.

　　Southwesternregion.WeshouldgivefullplaytotheuniqueadvantageofGuangxiZhuangautonomousregionasaneighborofASEANcountries,speeduptheopening-upanddevelopmentoftheBeibuGulfEconomicZoneandthePearlRiver-XijiangEconomicZone,buildaninternationalcorridoropeningtotheASEANregion,createnewstrategicanchorsfortheopening-upanddevelopmentofthesouthwestandmid-southregionsofChina,andformanimportantgatewayconnectingtheSilkRoadEconomicBeltandthe21st-CenturyMaritimeSilkRoad.WeshouldmakegooduseofthegeographicadvantageofYunnanprovince,advancetheconstructionofaninternationaltransportcorridorconnectingChinawithneighboringcountries,developanewhighlightofeconomiccooperationintheGreaterMekongSubregion,andmaketheregionapivotofChina'sopening-uptoSouthandSoutheastAsia.WeshouldpromotethebordertradeandtourismandculturecooperationbetweenTibetautonomousregionandneighboringcountriessuchasNepal.

　　HongKong,MacaoandTaiwan,andhelptobuildtheGuangdong-HongKong-MacaoBigBayArea.WeshouldpromotethedevelopmentoftheZhejiangMarineEconomyDevelopmentDemonstrationZone,FujianMarineEconomicPilotZoneandZhoushanArchipelagoNewArea,andfurtheropenHainanprovinceasaninternationaltourismisland.WeshouldstrengthentheportconstructionofcoastalcitiessuchasShanghai,Tianjin,Ningbo-Zhoushan,Guangzhou,Shenzhen,Zhanjiang,Shantou,Qingdao,Yantai,Dalian,Fuzhou,Xiamen,Quanzhou,HaikouandSanya,andstrengthenthefunctionsofinternationalhubairportssuchasShanghaiandGuangzhou.Weshoulduseopening-uptomotivatetheseareastocarryoutdeeperreform,createnewsystemsandmechanismsofopeneconomy,stepupscientificandtechnologicalinnovation,developnewadvantagesforparticipatinginandleadinginternationalcooperationandcompetition,andbecomethepacesetterandmainforceintheBeltandRoadInitiative,particularlythebuildingofthe21st-CenturyMaritimeSilkRoad.WeshouldleveragetheuniqueroleofoverseasChineseandtheHongKongandMacaoSpecialAdministrativeRegions,andencouragethemtoparticipateinandcontributetotheBeltandRoadInitiative.WeshouldalsomakeproperarrangementsfortheTaiwan
