CROWLEY:

GoodeveningfromHofstraUniversityinHempstead,NewYork.I'mCandyCrowleyfromCNN's"StateoftheUnion."Wearehereforthesecondpresidentialdebate,atownhall,sponsoredbytheCommissiononPresidentialDebates.

CROWLEY:

TheGalluporganizationchose82uncommittedvotersfromtheNewYorkarea.Theirquestionswilldrivethenight.Mygoalistogivetheconversationdirectionandtoensurequestionsgetanswered.

Thequestionsareknowntomeandmyteamonly.Neitherthecommission,northecandidateshaveseenthem.Ihopetogettoasmanyquestionsaspossible.

CROWLEY:

AndbecauseIamtheoptimisticsort,I'msurethecandidateswillobligebykeepingtheiranswersconciseandonpoint.

Eachcandidatehasasmuchastwominutestorespondtoacommonquestion,andtherewillbeatwo-minutefollow-up.Theaudiencehereinthehallhasagreedtobepoliteandattentive-nocheeringorbooingoroutburstsofanysort.

WewillsetasidethatagreementjustthisoncetowelcomePresidentBarackObamaandGovernorMittRomney.

Gentlemen,thankyoubothforjoiningusheretonight.Wehavealotoffolkswho'vebeenwaitingalldaytotalktoyou,soIwanttogetrighttoit.

GovernorRomney,asyouknow,youwonthecointoss,sothefirstquestionwillgotoyou.AndIwanttoturntoafirst-timevoter,JeremyEpstein,whohasaquestionforyou.

QUESTION:

Mr.President,GovernorRomney,asa20-year-oldcollegestudent,allIhearfromprofessors,neighborsandothersisthatwhenIgraduate,Iwillhavelittlechancetogetemployment.Whatcanyousaytoreassureme,butmoreimportantlymyparents,thatIwillbeabletosufficientlysupportmyselfafterIgraduate?

ROMNEY:

Thankyou,Jeremy.Iappreciateyour-yourquestion,andthankyouforbeingherethiseveningandtoallofthosefromNassauCountythathavecome,thankyouforyourtime.ThankyoutoHofstraUniversityandtoCandyCrowleyfororganizingandleadingthis-thisevent.

Thankyou,Mr.President,alsoforbeingpartofthis-thisdebate.

collegekidsalloverthiscountry.IwasinPennsylvaniawithsomeonewhohadjustgraduated-thiswasinPhiladelphia-andshesaid,"I'vegotmydegree.Ican'tfindajob.I'vegotthreepart-timejobs.They'rejustbarelyenoughtopayformyfoodandpayforanapartment.Ican'tbegintopaybackmystudentloans."

Sowhatwehavetodoistwothings.Wehavetomakesurethatwemakeiteasierforkidstoaffordcollege.

ROMNEY:

Andalsomakesurethatwhentheygetoutofcollege,there'sajob.WhenIwasgovernorofMassachusetts,togetahighschooldegree,youhadtopassanexam.Ifyougraduatedinthetopquarterofyourairlines,wegaveyouaJohnandAbigailAdamsscholarship,fouryearstuitionfreeinthecollegeofyourchoiceinMassachusetts,it'sapublicinstitution.

IwanttomakesurewekeepourPellgrantprogramgrowing.We'realsogoingtohaveourloanprogram,sothatpeopleareabletoaffordschool.Butthekeythingistomakesureyoucangetajobwhenyougetoutofschool.Andwhat'shappenedoverthelastfouryearshasbeenvery,veryhardforAmerica'syoungpeople.Iwantyoutobeabletogetajob.

Iknowwhatittakestogetthiseconomygoing.Withhalfofcollegekidsgraduatingthisyearwithoutacollege-excuseme,withoutajob.Andwithoutacollegeleveljob,that'sjustunacceptable.

Andlikewiseyou'vegotmoreandmoredebtonyourback.Somoredebtandlessjobs.I'mgoingtochangethat.Iknowwhatittakestocreategoodjobsagain.Iknowwhatittakestomakesurethatyouhavethekindofopportunityyoudeserve.Andkidsacrossthiscountryaregoingtorecognize,we'rebringingbackaneconomy.

It'snotgoingtobelikethelastfouryears.Themiddle-classhasbeencrushedoverthelastfouryears,andjobshavebeentooscarce.Iknowwhatittakestobringthemback,andI'mgoingtodothat,andmakesurethatwhenyougraduate-whendoyougraduate?

2014.Whenyoucomeoutin2014,IpresumeI'mgoingtobepresident.I'mgoingtomakesureyougetajob.ThanksJeremy.Yeah,youbet.

Mr.President?

OBAMA:

Jeremy,firstofall,yourfutureisbright.Andthefactthatyou'remakinganinvestmentinhighereducationiscritical.Notjusttoyou,buttotheentirenation.Now,themostimportantthingwecandoistomakesurethatwearecreatingjobsinthiscountry.Butnotjustjobs,goodpayingjobs.Onesthatcansupportafamily.

OBAMA:

AndwhatIwanttodo,isbuildonthefivemillionjobsthatwe'vecreatedoverthelast30monthsintheprivatesectoralone.Andthereareabunchofthingswecandotomakesureyourfutureisbright.

Numberone,Iwanttobuildmanufacturingjobsinthiscountryagain.NowwhenGovernorRomneysaidweshouldletDetroitgobankrupt.Isaidwe'regoingtobetonAmericanworkersandtheAmericanautoindustryandit'scomesurgingback.

Iwanttodothatinindustries,notjustinDetroit,butallacrossthecountryandthatmeanswechangeourtaxcodesowe'regivingincentivestocompaniesthatareinvestinghereintheUnitedStatesandcreatingjobshere.

Italsomeanswe'rehelpingthemandsmallbusinessestoexportallaroundtheworldtonewmarkets.

Numbertwo,we'vegottomakesurethatwehavethebesteducationsystemintheworld.Andthefactthatyou'regoingtocollegeisgreat,butIwanteverybodytogetagreateducationandwe'veworkedhardtomakesurethatstudentloansareavailableforfolkslikeyou,butIalsowanttomakesurethatcommunitycollegesareofferingslotsforworkerstogetretrainedforthejobsthatareoutthererightnowandthejobsofthefuture.

Numberthree,we'vegottocontrolourownenergy.Now,notonlyoilandnaturalgas,whichwe'vebeeninvestingin;butalso,we'vegottomakesurewe'rebuildingtheenergysourceofthefuture,notjustthinkingaboutnextyear,buttenyearsfromnow,20yearsfromnow.That'swhywe'veinvestedinsolarandwindandbiofuels,energyefficientcars.

We'vegottoreduceourdeficit,butwe'vegottodoitinabalancedway.Askingthewealthytopayalittlebitmorealongwithcutssothatwecaninvestineducationlikeyours.

Andlet'stakethemoneythatwe'vebeenspendingonwaroverthelastdecadetorebuildAmerica,roads,bridgesschools.Wedothosethings,notonlyisyourfuturegoingtobebrightbutAmerica'sfutureisgoingtobrightaswell.

CROWLEY:

LetmeaskyouformoreimmediateanswerandbeginwithMr.Romneyjustquicklywhat-whatcanyoudo?

We'relookingatasituationwhere40percentoftheunemployedhavebeenunemployedhavebeenunemployedforsixmonthsormore.Theydon'thavethetwoyearsthatJeremyhas.

Whataboutthoselongtermunemployedwhoneedajobrightnow?

ROMNEY:

Wellwhatyou'reseeinginthiscountryis23millionpeoplestrugglingtofindajob.Andalotofthem,asyousay,Candy,havebeenoutofworkforalong,long,longtime.Thepresident'spolicieshavebeenexercisedoverthelastfouryearsandtheyhaven'tputAmericansbacktowork.

Wehavefewerpeopleworkingtodaythanwehadwhenthepresidenttookoffice.Ifthe-theunemploymentratewas7.8percentwhenhetookoffice,it's7.8percentnow.Butifyoucalculatedthatunemploymentrate,takingbackthepeoplewhodroppedoutoftheworkforce,itwouldbe10.7percent.

Wehavenotmadetheprogressweneedtomaketoputpeoplebacktowork.That'swhyIputoutafive-pointplanthatgetsAmerica12millionnewjobsinfouryearsandrisingtake-homepay.It'sgoingtohelpJeremygetajobwhenhecomesoutofschool.It'sgoingtohelppeopleacrossthecountrythatareunemployedrightnow.

Andonethingthatthepresidentsaid,whichIwanttomakesurethatweunderstand,hesaidthatIsaidweshouldtakeDetroitbankrupt.Andthat'sright.Myplanwastohavethecompanygothroughbankruptcylike7-ElevendidandMacy'sandCondell(ph)Airlinesandcomeoutstronger.

AndIknowhekeepssaying,youwanttotakeDetroitbankrupt.Well,thepresidenttookDetroitbankrupt.YoutookGeneralMotorsbankrupt.YoutookChryslerbankrupt.SowhenyousaythatIwantedtotaketheautoindustrybankrupt,youactuallydid.

AndIthinkit'simportanttoknowthatthatwasaprocessthatwasnecessarytogetthosecompaniesbackontheirfeet,sotheycouldstarthiringmorepeople.ThatwaspreciselywhatIrecommendedandultimatelywhathappened.

Letmegivethepresidentachance.

Goahead.OBAMA:

Candy,whatGovernorRomneysaidjustisn'ttrue.Hewantedtotakethemintobankruptcywithoutprovidingthemanywaytostayopen.Andwewouldhavelostamillionjobs.Andthat-don'ttakemywordforit,taketheexecutivesatGMandChrysler,someofwhomareRepublicans,mayevensupportGovernorRomney.Butthey'lltellyouhisprescriptionwasn'tgoingtowork.

AndGovernorRomney'ssayshe'sgotafive-pointplan?

GovernorRomneydoesn'thaveafive-pointplan.Hehasaone-pointplan.Andthatplanistomakesurethatfolksatthetopplaybyadifferentsetofrules.That'sbeenhisphilosophyintheprivatesector,that'sbeenhisphilosophyasgovernor,that'sbeenhisphilosophyasapresidentialcandidate.

Youcanmakealotofmoneyandpaylowertaxratesthansomebodywhomakesalotless.Youcanshipjobsoverseasandgettaxbreaksforit.Youcaninvestinacompany,bankruptit,layofftheworkers,stripawaytheirpensions,andyoustillmakemoney.

That'sexactlythephilosophythatwe'veseeninplaceforthelastdecade.That'swhat'sbeensqueezingmiddleclassfamilies.
