WaterprojectsintheUnitedStatesgainedanewrationale(根据)inthe1930’sasthenationsuffereditsworsteconomicdepressionandtheGreatPlainsregionsuffereditsworstdroughtinrecordedhistory.Astheeconomysankintodespairandunemploymentratesincreased,thepoliticalclimatefordirectfederalgovernmentinvolvementinwaterprojectsimproved.PresidentFranklinRoosevelt’sfirst100daysinofficebroughtanumberofnewlawstodealwiththesevereeconomicdepressionthatbecameknownastheGreatDepression.Twooftheselaws,theTennesseeValleyAuthorityActof1933andtheNationalRecoveryActof1933(NIRA),hadparticularsignificanceforwaterresourcedevelopment.
